Existing Racks in TR’s will be utilized.

Existing openings in panels to be utilized where possible. If there are not enough openings in existing panels, then contractor to provide new panels to support required drops.

5. Schedule/locatio n/Site Visit

Is the intent for bidders to price strictly from the documents as issued, with any field-condition discrepancies handled through the RFI process? The walkthrough did not cover all locations, and the contractor is left to bid on a variety of unknown variables that could impact the project timeline and performance.

The contractor is to provide pricing based on issued documents, during the walkthrough all contractors that attended were asked if they wanted to see any locations as to be able to understand all field conditions.

6. Schedule Can this work be performed during 2nd or 3rd shift hours including the weekend?

Yes.

7. SOW/Specificati ons

Are the existing cable trays available for our CAT 6A, and have pathway capacity already been verified?

Existing Cat 6A pathways and cable trays are to be used wherever possible.

Pathway capacity should not be impacted based on the number of required drops in any given location.

See specifications for pathway requirements once leaving cable trays.

8. SOW/Specificati ons

Does the 117 CAT 6A quantity mean 117 individual cables, or 117 outlet/drop locations containing multiple cables?

117 individual cables.

9. Point of Contact/Specific

Who is responsible if the existing emergency circuit fails the required load

No.

11. Security/Badgin g Requirements

What is the security/badging requirements for subcontractors?

The contractor shall comply with MVAHCS security, access, and badging requirements. Contractors must be fingerprints and be able to pass a background check so they can obtain a PIV (Personal Identity Verification) Card.

12. Schedule/Site Visit

Who is to supply the electrical plans/schedule? We don’t have any panel schedules to verify load requirements and currently existing circuit capacity. During the site visit (in addition to the interstitial) only the telecom room and a patient room were shown as reference for the remaining 40+ rooms. We did not verify existing electrical panels feeding these patient rooms, so with that information not available:

The contractors had the ability to see all locations during the site walk and didn’t ask or want to see any additional locations after being asked by the COR.

13. SOW/Specificati ons

Will the new power drops (outlets) be surface mounted or flush mounted?

New power drops to be flush mounted.

14. SOW/Specificati ons

What will the new power drops be used for? (Can you please specify the appliance and provide cutsheet so contractor can determine load requirements such as voltage, amps, etc.?

Outlets will be used for standard IT equipment and hospital use. Printers, Laptops, Monitors, etc.

15. SOW/Specificati ons

Will new power drops require separate circuits? If so, and existing panel schedule has no remaining spaces available, can we tap power from existing outlet in patient room or is an upgraded panel required? If testing existing circuits fail the 80% load test, is providing additional capacity part of our scope?

New drops will require separate circuits.

16. SOW/Specificati ons/Drawings/A ttachments

When can we receive more recent drawings or are these the current existing conditions?

Current conditions are provided. The room number changes in the 4L Ward that changed to 4K will be provided after awarding of contract.

20. SOW/Specificati ons

Is the contractor or VA responsible for emptying out and refurnishing rooms for data and power drops?

Contractor

21. SOW/Specificati ons/Site Visit

During the site visit, the VA Liaison stated that an anteroom would not be required if data and/or power drop installation time is less than one day. Can you please provide clarification?

There is no need to provide an anti-room or vent air to outer building with

ICRA.

22. SOW/Specificati ons

Can we verify which outlets will be the special use locations with non-standard heights?

No

23. SOW/Specificati ons

Cat6A cables are routed outside of the cable trays in the interstitial hanging nearly on everything and some in orange innerduct

a. Is this the standard practice or are the new Cat6a cables for this project to be routed in all cable trays?

b. Can the Cat6A cables run in with the fiber already in existing cable trays?

c. If we are to add cable trays because they do not go where we need them without running extended conduit, are we to add new cable trays?

d. If yes, what is the max length the conduit can go before we add new cable tray to existing?

A. Cat6A is to be run through cable trays, from cable tray to conduit and conduit to penetrate through the interstitial.

B. Cat6A cannot be run through fiber cable tray.

C. New cable tray is to be provided if existing can’t be used.

D. Conduit can run up to 20’ through the interstitial before new cable tray is to be installed.

24. SOW/Specificati ons

Is it expected that the Cat6A cable be routed in conduit from the edge of where the Cat6A cable exits the cable tray to within 20’ of the room outlet location and penetrated through the interstitial?

a. It was formerly required that only 20’

Yes

a. Yes maximum of exposed Cat6A cable was allowed to be free aired in Velcro, hooks or straps below the interstitial, above the room ceiling grid into the wall conduit feeding the outlet.

Is this still required?

25. Specifications Specifications is not clear as to what manufacturer cables, inserts or faceplates would be required for this project.

Formerly used to be Panduit Mini Comm.

This was also the patch panels manufacturer as well.

a. Would you like it to stay consistent or change to what is most used in existing comm rooms?

Yes, but new cabling needs to comply with Specifications section 27 1500.

26. SOW/Specificati ons

Do you have a preference for the patch panels to be angled or flat?

High density per ISTS standards.

27. SOW/Specificati ons

28. Licensing/Specif ications

6. Minnesota Low-Voltage / PLT Licensing Requirement.

a. The contract documents require the work to be performed in compliance with all applicable federal, state, and local codes and laws. The IFB specifically states that the contractor shall perform the DDPO-2 work in accordance with the Scope of Work, contract documents, NEC, NFPA requirements, and all applicable federal, state, and local codes and law.

b. Specification Section 01 35 26 also requires compliance with applicable federal, state, and local laws, ordinances, criteria, rules, and regulations, with the more stringent requirement governing where requirements differ.

i. No, contractor needs to have a Power- Limited Technician License.

e. Yes.

f. No, contractors need to have a PLT License.

c. Division 27 further requires, as part of closeout documentation, evidence of compliance such as a low-voltage certificate of inspection.

d. However, the contract documents do not expressly identify a requirement that the low-voltage contractor or individual communications installers hold a Minnesota Power Limited Technician (PLT) license.

i. Question: Please confirm whether the Contractor performing the Division 27 communications/data cabling scope is required to hold a Minnesota Technology Systems Contractor license and/or have a Minnesota-licensed Power Limited Technician (PLT) serving as the responsible, licensed individual for this work?

e. Additionally, can you please clarify whether Specification Section 01 35 26, which states that “all qualified persons performing electrical work under this contract shall be licensed journeyman or master electricians,” is intended to apply to the Division 27 CAT6A communications cabling scope, or whether properly licensed Minnesota PLT-supervised communications personnel are acceptable for the Division 27 work?

f. Requested Clarification: can you please identify the required Minnesota contractor license and individual installer/supervision qualifications applicable to the Division 27 low-voltage communications work so all bidders may price the required labor classifications consistently?
