This is Standard Form 30 Amendment 0001 to Solicitation 36C25727Q0011, issued by the Department of Veterans Affairs Network Contracting Office 17 on September 17, 2026. The amendment is not extended, maintaining the original offer receipt deadline.
The solicitation pertains to annual inspection and maintenance services for patient lift equipment at the Central Texas Veterans Health Care System facilities in Temple, Waco, Killeen, Cedar Park, and Austin. Services include annual inspection and Guldmann Service GH3 lifts maintenance, and annual inspection only for ARJO Liko Handicare and Guldmann GH2 lifts. The base contract period runs from October 31, 2026 through October 30, 2027, with four one-year option periods extending through October 30, 2031. The price/cost schedule contains 15 line items (0001-0003, 1001-1003, 2001-2003, 3001-3003, 4001-4003) priced monthly for 12 months per period, plus not-to-exceed job-based items. Amendment 0001 specifies that Cedar Park must be included in the price cost schedule description as stated in the SOW and directs contractors to answer all questions submitted by September 16, 2026 at 3:00 PM CDT. The amendment also includes a Questions with Answers attachment addressing six contractor inquiries regarding invoicing procedures, Guldmann 3G Program pricing requirements, semi-annual inspection frequency clarification, digital reporting schedules, facility access provisions, and OEM certification requirements. The Contracting Officer is Shawn R. Reinhart.

Questions with Answers - 36C25727Q0011 – CTX Patient Lifts
1) Can invoicing be changed to “monthly in arrears” Section B.1, Contract Administration reads
“Invoices shall be submitted in arrears” in the solicitation.
2) For the Guldmann lifts, if they want to have the VA exclusive 3G Program with the specialized pricing, it must state 3G program either in the SOW or on the line item in the price/cost schedule, this applies to the Guldmann GH3 lifts only. Unaware of any “special” pricing. The lifts/end stops are inspected according to manufacturer specifications with personnel who are OEM trained to do so and expect to be charged accordingly.
3) It mentions “semi-annual” does this mean the end stop checks like what has been performed in previous years? Or are they wanting full inspections 2 x a year? We usually have the lift weight tested and then the endstop done separately, this is which the wording reflects semi annual as there are 2ea inspections that occur. The first is for the weight test and the second is for the end stops but both items are only inspected once per year.
4) All reports will be submitted digitally every Monday following the start of the inspections, if a holiday falls on a Monday, they will be supplied on the next business day until all inspections have been completed. That schedule is fine.
5) Please add to the SOW: Facilities shall provide access to the equipment requiring inspections and scheduled services during normal business hours. A minimum of five (5) systems per day shall be made accessible. Not going to add this as I cannot guarantee that 5 can be tested based on hospital needs.
6) Does contractor need to be OEM certified on all manufacturers? The contractor performing any of the certifications and/or repairs needs to be OEM certified.
