Once with one-year warranty after acceptance.

3 What is the estimated budget for this project? Between $2,000,000 and $5,000,000.

4 What certifications are required for the commissioning agent?

Commissioning by a third party will be in the future. Verification on day of work will be done by the VA.

Federal, State and local governments’ responses / requirements of safe distancing and potential advocations of working remotely and/or complete organization closures, please advise how the Government intends to address delays resulting there as it pertains to the current solicitation schedule for this and all future projects.

Delays are not anticipated. The contractor can schedule work in non-critical, non-patient areas before moving to other areas of hospital.

14 Describe any and all tasks that may be required for this project as it relates to infectious control?

Removal of only one ceiling tile at a time. Any more than one will require local containment.

15 What is the level of infectious disease control rating for this site?

Low, Type I.

16 It is our understanding that Bay to Bay

Testing and Balancing in Tampa FL provided the T & B services for the facility when it was first commissioned. Can the

VA confirm this was the company used during the original process?

Except for the CEP building, Bay to Bay was the original TAB firm for the facility.

17 If this is inaccurate information, please provide the company used on the original testing for the facility when it was commissioned?

18 JCI is the current building controls systems for the NOLA VA. Is the adjustment of those controls part of the existing BAS maintenance contract managed by RJY

Group or will this be separate work for JCI specific to this project?

Separate JCI work specific to contract.

19 Based on the response to the question above, If the work is specific to this project, please provide the point of contact for JCI the VA would like used for pricing their portion of this project?

The contractor has the option to use their JCI point of contact.

20 Is the VA willing to include a not-to-exceed material parts rider as a line item in the price schedule? This would account for the repair/replacement of any damaged components of the HVAC system which are expected but not currently known.

Duct fabrication drawings with CFM, air measuring station schedules and VAV box schedules have been provided.

24 Is the VA willing to extend the contract period of performance?

31 For Air Flow Measuring Station (AFMS) relocations, the majority of the spaces had both exposed and recessed conduit and boxes. With all locations of AFMS work that is to be performed within mechanical rooms, electrical closets and/or storage rooms and with the majority of walls being

2-hr rated requiring a permit for penetrations, will exposed conduit mounted to face of walls be allowed?

Exposed conduit installation similar to existing is acceptable.

32 Will keys and PIV programmed badges be issued to the Contractor during work.

Yes, PIV badges for those expected to work beyond 30 consecutive days. Otherwise, a visitor badge and escort will be required each time as needed.

33 Will outages be required to be scheduled or an installation schedule suffice for outage request while work is being performed for each room.

Any outage shall be requested/scheduled for approval prior to work being done in that area.

We have the ones for the 1st floor.

However, there are some errors in the first-floor plans as well. Several VAVs in the schedule but not on the floor plan (for section 1J1 and 1J2), mostly the high number end. 03-1J1-S-22, 03-11-S-23, 03-1J1-S-24, The drawings are in the history tab under August 11. They were able to open.

Verify the quantities with schedule sheet drawings and floor plans.

The schedule sheets are the design drawings while the floor plans are the shop fabrication drawings. The numbering may not match.

65 We also have Fan Coils and Computer room

AC units that are in the schedule, but not on the floor plans for the 1st floor. Missing on the floorplans are 03-1J1-FCU-1, 03-1J1-

CAC-1, 03-1J2-FCU-1, 03-1J2-CAC-1.

HVAC System and are very interested. But have a question, since this is a service contract, and not a construction contract why are you requiring a P&P bond? We have done a number of hospital test and balance on facilities over 1 million square feet and have never put up a P&P bond.

This solicitation is being advertised for a construction contract.

Therefore, In Accordance With (IAW) FAR PART 52.228-1

Performance Bond and Payment Bond is required.
