PRE-SOLICITATION/SITE VISIT QUESTIONS FOR PROJECT # 657A5-18-111
QUESTION 1: On the Fire Protection Cover Sheet, Fire Protection General Note 6 states to provide coverage above and below floating ceilings. Can you confirm if the intent here is to provide coverage above the ceiling in the case of a cloud ceiling, and not for regular drop ceilings with acoustical ceiling tiles or gypsum board?
ANSWER 1: Intent is only for floating/cloud ceilings to be protected as required by NFPA13. 20220218_IMEG.
QUESTION 2: Would you be able to provide flow test data to be used to determine preliminary pipe sizing?
ANSWER 2: The only testing data we have on B15 comes from the Siemens annual testing manual. The 2020 binder shows the main drains at 75 psi (static pressure), 50 psi (full flow pressure) and 75 psi (restored static pressure). The binder also noted that the building passed the NFPA 72 (2010) Table 14.4.2.2 flow test.
QUESTION 3: Addendum 1 Drawing 100 Note 2.3.10 states for the temporary office to come equipped with portable fire protection equipment. Can you confirm that this is referring to fire extinguishers and the temporary office structure will not require sprinklers?
ANSWER 3: That is correct. The temporary office space(s) will not require sprinkling. This is referring only to fire extinguishers and cabinets.
QUESTION 4: Is there any underground work required for the Fire protection scope or work?
ANSWER 4: Drawings do not indicate underground work. 20220218_IMEG.
QUESTION 5: What is the make and model of the existing fire alarm panel in Building 15?
ANSWER 5: The existing panel system is a Siemens Desigo Modular. The existing Building 15 fire alarm panel is fed by a network connection and must remain active throughout construction. The maintenance of this connection during construction shall be the responsibility of contractor. Please refer to Keynote #1 on Sheet 15-ED101 and Keynote #1 on Sheet 15-ES101 for more information.
QUESTION 6: Reference solicitation SF 1442 and Appendix 1: In the SF 1442, it states, in part: “Award will be made on item number 0001.” Provisions for contingency funding follow this statement. In appendix 1, in the paragraph prior to the table, it states: “(This document must be completed for each bid item.)” As the intent is to award on item number 0001, we believe the requirement to complete an Appendix 1 spreadsheet for each of the remaining seven bid items is excessive and you should obtain information only for bid item 0001. Do you concur?
ANSWER 6: It is required in the solicitation to provide proposals for each bid items using appendix 1.
QUESTION 7: Reference solicitation page 14 of 121: Under “Documents to Submit,” we are told to provide Volume 1-Standard Form 1442, etc., and Volume 2-Price Proposal (with Appendices 1 and 2). We believe this to be incorrect. We believe Volume 1 is the Technical Proposal which includes Factors 1 – 4. For Volume 2, we believe this should be the Price Proposal where we are to provide the SF 1442, Acknowledgement of Amendments, the Bid Items, Appendices 1 and 2, and the Representations & Certifications. Can you confirm?
ANSWER 7: The technical proposal will be included in Volume 1. The rest of the submissions remain unchanged.
QUESTION 8: Reference Appendix 1 in the solicitation: The leading paragraph states, in part: “…employees of other similarly situated Small Business (SB) concerns.” Is a “similarly situated Small Business (SB) concern” any small business or an SDVOSB? If it should state SDVOSB, we believe the other instances in Appendix 1 that refer to “SB” should also be “SDVOSB.” Can you please clarify?
ANSWER 8: In the pre-solicitation site visit, I mentioned that there is a minor change in appendix 1. The minor change is to replace “SB” to “SDVOSB”. A revised appendix 1 will be provided in the Amendment 1 to the Solicitation 36C25522R0046 to be published in SAM.gov. Please use the revised copy.
QUESTION 9: Reference Appendix 1 in the solicitation: This states, in part: “LIST THE NAMES OF ALL SB CONTRACTORS THAT WILL BE WORKING THE ABOVE DIVISIONS. BUSINESS MUST BE SMALL FOR NAICS 236220 TO BE USED TO MEET THE 15% REQUIREMENT AS STATED IN ACCORDANCE WITH VAAR 852.219-10(a)(1)(iii).” It is highly likely that some or many of our subcontractors will not use NAICS Code 236220. Can you please confirm that offerors do not need to list the names of subcontractors on the Calculation of Self Performed Work Sheet for our proposals, but only upon contract award?
ANSWER 9: The requirement to list the names of the contractor will be removed from Appendix 1 but they will be required for submission upon the award of the contract.
QUESTION 10:
Reference solicitation Factor 3. Technical Qualifications of Proposed Staffing and Spec Section 01 45 00: Factor 3, in part, requires us to identify personnel to fill the roles of Superintendent, Safety Manager, and QC Manager. The specification allows us to dual-hat the QC Manager as the Superintendent. Given the size of this project, and as a substantial savings to NCO 15, may we triple-hat these three positions, assuming one individual is fully qualified to fill all three positions?
ANSWER 10: A key staffing personnel will only be allowed dual role and will only be paid for the role he is performing at the time of service.
QUESTION 11: Reference Spec Section 01 45 00, paragraph 3.4.B.: This paragraph states, in part: “The CQC system Manager is required to be a PM or SRE to determine qualifications based on project complexity at construction review.” We are unclear as to the requirements specified in this sentence. Can you please clarify?
ANSWER 11: Please remove the above statement and replace it with, “The CQC system manager is required to be a construction manager with a minimum of 15 years of project-related experience.”
QUESTION 12: Can the period of performance be extended to 365 days as the led time on much of the equipment is very far out and the current POP of 180 days will not allow for time for the equipment to be delivered and installed.
ANSWER 12: Yes, the POP can be extended to 365 days. The design on this project was completed back in mid-2019 and thusly did not account for the numerous construction material shortage and supply chain issues we are now dealing with due to the current COVID-19 pandemic.
QUESTION 13: We see several notes mentioning temporary trailers to house the staff currently in the building. I do not see on the plans a location or any information on these trailer. I would assume they need power, plumbing, and data. I do not see this in the plans. Please provide drawings of the temporary trailers and the connection of the trailers to the utilities that will be needed.
ANSWER 13: Additional information and requirements on the temporary trailers can be located in the addendum documents accompanying the solicitation. Sheets ADD-100 and ADD-101, specifically.
QUESTION 14: Please provide clarification on the removal and replacement of the existing downspouts and PVC adapters to underground. Will any of the underground portion of that pipe be replaced and reconnected to the existing storm water piping. From the drawings it appears only the vertical portion of the downspouts and the PVC adapters will be replaced or reused without any work associated with the underground piping. Is that correct?
ANSWER 14: In accordance with the addendum document ADD-101, the horizontal downspout collector piping out to the storm sewer mains will be replaced also. These collector runs are damaged or collapsed and (in most cases) are unable to effectively move water away from the building during heavy rainfall events. This problem is intensifying the water infiltration issue which Building 15 currently experiences.
QUESTION 15: Can the bid date be extended by a week to allow for all of the subs to have more time to accurately price this project?
ANSWER 15: Yes, the proposal due date will be extended from March 2 to March 7 to allow offerors obtain accurate offers for this project.
QUESTION 16: Will the plaster ceiling that is above the grid ceiling be included in the demolition portion of this project? To fit the items into the space it appears that it will be necessary.
ANSWER 16: Yes, the plaster ceiling above the ACT will be demolished in accordance with Reflected Ceiling Plan - Demolition Keynote #3 on Sheet 15-AD102.
QUESTION 17: What distance is necessary to separate the intake and discharge off of the HVAC system on the roof? Is it 10’ or 25’?
ANSWER 17: Relief air can be 10’-0” from the intake and exhaust air should be 25’-0” minimum from the intake. Exact location of EF-1 may need to be adjusted as it is just under 10 feet. The fan location, and associated power, should shift approximately 6.5 feet south and 10 feet west. 20220218_IMEG.
QUESTION 18: The current Fire Alarm System is a Siemens Desigo Modular that is connected to the campus networked fire alarm system. Is it the intent to continue and maintain that existing network?
ANSWER 18: Refer to Question/Answer #5. 20220218_IMEG.
QUESTION 19: During recent renovations, notification has changed from horn/strobe to speaker/strobe notification, and simulating the horn sound, until the entire campus is converted. Is it the intent of this scope to continue that progress?
ANSWER 19: Building 15 project shall utilize horn/strobe. 20220218_IMEG.
ADDITONAL INFORMATION:
20. The following note shall be added to the “Dedicated Outdoor Air (DOAS) Unit Schedule” on Sheet 15-MH500 of the project drawings;
- 4. UNIT COOLING BASED ON EAT 95/75, LAT 56.6/56.6, 95° F AMBIENT, WITH TOTAL 95,563 BTU/HR COOLING AND MINIMUM 62,910 BTU/HR SENSIBLE COOLING. DUAL COMPRESSORS WITH MODULATING CAPABILITY. HOT GAS REHEAT TO PROVIDE MINIMUM 21734 BTU/HR.
