About this file
This document is an Amendment (0001) to a solicitation for Optical Dispensing Services at the Jesse Brown VA Medical Center and Community-Based Outpatient Clinics (CBOC), issued by the Department of Veterans Affairs. The amendment addresses vendor questions and provides clarifications about the optical services contract, including details about eyeglass fittings, frame reuse, and veteran experience. Specifically, the contract involves two fitting processes: an initial measurement fitting when eyeglasses are ordered and a follow-up fitting to ensure proper alignment and standard compliance. Opticians will provide eyeglass care instructions and require veterans to sign a waiver if reusing frames. The solicitation number is 36C25226Q0156, with a noted contract performance end date of 12-29-2025. Interested vendors can reference the previous incumbent contract (36C25220D0062) through the Federal Procurement Data System (FPDS) for additional context.

Vendor Questions & Answers Q: Is this a brand-new contract or is (was) an incumbent performing these services? If not brand-new, could you please provide the current / previous contract number?
A: View contract 36C25220D0062 information via FPDS (https://www.fpds.gov) for incumbent information.
Q: What types of fittings are typically required?
A: The types of fittings are first received when the eyeglasses are ordered, and the Opticians will ensure that the eyeglasses fit the veterans’ face and take the necessary measurements for eyeglass lens production. The second fitting is completed after the ordered pair of eyeglasses have been received by the Opticians, they will schedule an appointment with the Veteran, and the Opticians will make sure that the eyeglasses that have been created, are created to the standard, and that they fit, and are properly aligned to the Veteran.
Q: Are there any extra services, such as educational materials on eyeglass care or vision health, that you believe would enhance the veteran experience?
A: For each pair of eyeglasses that are dispensed the Optician will cover eyeglass care, lens care, and proper cleaning with the Veteran. If the Veteran ever reuses a frame the Optician will have the Veteran sign a waiver form that communicates if the frame is damaged or cannot support the new lenses that the Veteran is accepting responsibility for that.
