Vendor Questions & Answers Q: I just had a question on the period of performance. I see it says it will be for 42 weeks, is there a certain date for the other 10 weeks that services will not be needed?

A: The contract is for a total of 210 hours of service for the duration of the contract year. We typically request 5-hour sessions* 3-4 times per month, so this averages out to scheduling services 42 weeks of the year. Facility POC will work with contractor to schedule dates for each month a few weeks in advance. Services will not be scheduled the last week of December. (*5 billable hours plus 1 hour of break time.)

Q: Is there a set day of the week for this service?

A: No, the day of the week will vary, but will not include weekends or Federal holidays.

Q: I realize the hours of service will vary from week to week in order to make the massages available to all shifts. However, can you tell me what the variation would be? Such as 8:00 - 1:00 or 12:00 - 5:00.

A: At the main facility (JBVAMC), hours of service are typically 10am-4pm; at the Crown Point facility, hours are 9am-3pm; at Auburn Gresham and Chicago Heights locations, 11am-2pm; at Clinical Resource and Referral Center 10am-12pm; and Harrison 10am-4pm. (Six-hour scheduling blocks includes two 30-minute breaks.)

Q: Can this contract use subcontracting?

A: Yes, subcontracting is a possibility. However, all requirements and eligibility items listed under section ‘E.2 ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS’ of the solicitation must be met for quote consideration as stated in the RFQ.

Q: Is there an existing contract? If so, what is the Contract and Amount?

A: Previous contract # 36C25221P1309 information can be found at FPDS (https://www.fpds.gov/).

Q: The solicitation mentions working at alternate sites. What is the anticipated number of weeks that massages will be performed at an alternate site (other than the main location?)

A: There will be 8-10 dates per contract year at the Crown Point facility and 2-3 dates at each of the remaining alternate sites.

Q: Do you know how often the massage therapist would be required to go to the Chicago Heights location? (It is 33 miles from Jesse Brown Med Center) A: 2-3 times per contract year.

Q: Do you know how often the massage therapist would be required to go to the Crown Point, IN location? (It is 50 miles from Jesse Brown Med Center) A: 8-10 times per contract year (once per month, 2-3 months per quarter).
