1. Please confirm that the testing company that will be performing the work needs to be NETA certified. Yes, the testing company that will be performing the work needs to be NETA certified.

1. Will there be a 3 phase, 480V, 100A power source available somewhere on site to power the primary injection test set or will a generator be required? There would be space available to set up this test in the machine shop of the facility with power available.

1. Please confirm all equipment is to be tested to NETA MTS standards. Yes, equipment is to be tested to NETA MTS standards.

1. Is primary injection testing required on the molded case circuit breakers or just the draw out breakers? Test to be performed on draw out breakers only.

1. If the MCCB’s are to primary injected, is it only for breakers 250A’s and up? Yes, only for 250A and up.

1. Can you please provide the test results from the last time the equipment was tested? A few samples from each type of equipment would be great if they are not easily accessible electronically. Available information has been included with this response (See attachments).

1. Can you please provide the current SKB Arc Flash Model. If the model is shared it will cut down the price dramatically for the Arc Flash Study. All new items will be included to the new study. Available information has been included with this response (See attachments).

1. Please confirm all work that will require an outage will be performed during off hours. Yes, please coordinate with the COR and electrical shop prior to outage.

1. Can the bid due date be extended until we have a chance to review the SKB model and test reports? Solicitation will be extended through March 25, 2022 with quotes due 10:00 AM Local Time

1. Please confirm work hours for this project. Are there any specific tasks or trade division that must be on overtime? General working hours for this facility are 7:30am – 4:00pm Monday-Friday. Any work outside of these times must be approved before hand and coordinated with the COR/electrical shop both for coordination with the users and to allow access.

1. Given the existence of SKM modeling, can the VA send out said documents, so we do not have to recreate them? This will be a significant cost and time savings. This was mentioned at the walk through to the facility and they had mentioned this could be provided to bidders. Please see attachments.

1. Please confirm this project is a ‘best value’ selection process where technical is more significant than price. Please see page 51 of the solicitation that states the following:

Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so.

1. Are prime contractors to submit the quote in two parts? (1) price and (1) technical, or should they be a combined PDF? Combined in one PDF would be best.

1. Per part (2) technical capability, it states that the offeror shall submit corporate capabilities, licenses of Electrical Technicians, and NETA certifications for this work. Is it acceptable to provide the major electrical contractors qualifications for this requirement? The likelihood of a contractor having theses qualifications as a prime SDVOSB contractor is low. If a subcontractor will be doing the work related any certification, then it will be acceptable to provide their qualifications for the work they are responsible for.

1. Per part (2) technical capability, it states that offerors shall provide a list of (3) current or recent contracts for the same or similar services being sought. Are these projects to be completed and is there a minimum dollar threshold requirement that contractors are to submit? The projects should be completed with the work being related to this project. The dollar amount for the projects should be similar in size to this project.

1. How long does the VA Cyber Security Awareness and Rules of Behavior training and VA privacy training typically take? It takes approximately 15min to complete this documentation.

1. The scope lists “inspection only” for the low voltage panels. Is any testing required or is it just IR Scan per usual? The main breaker to the panel should be tested, and the overall panel inspected by IR scan. The sub breakers are part of the general facility PMI and do not require additional testing unless a critical issue is observed that needs to be reported promptly.

1. Attachment B, states that we need to perform GFCI. Can the facility give us a count on how many breakers have the ground fault protection and if this is included? There is no comprehensive list of this type of breaker, and the required testing shall be performed based on the SoW and referenced codes/standards.
