1. Is our previously submitted PPQ still valid or do we need to try to get our references to send another one? We will use the Past Performance Questionnaires already submitted on your behalf.
2. What are the route and stop locations for the east side shuttle (CLIN 0004)? Parking Lots 9, 35, 6, and South Entrance – in that order. There will be one designated stop location in each lot.
3. Does the east side route require a dedicated shuttle or can that route be combined with the campus route and share those two shuttles? It will require a dedicated shuttle as to not interrupt the schedule of the other shuttles and prolong waiting times as this is intended for cold weather.
4. Does the patient shuttle need two vehicles at all times or are there periods of peak demand that require two, and other times that could use only one? If one is acceptable at times, what times are peak demand and what times are off-peak demand? Patient shuttle requires the use of two shuttles at all times.
5. Does the employee shuttle need two vehicles at all times or are there periods of peak demand that require two, and other times that could use only one? If one is acceptable at times, what times are peak demand and what times are off-peak demand? The employee (campus) shuttle requires two shuttles during peak times of 6:30A-12P and 3P-6P.
6. Can the patient and campus routes be combined, particularly during times of low demand, so that two or three shuttles could service all stops and riders in a continuous loop? No.
7. Can the specified 14 passenger shuttles be larger (i.e. is 14 the minimum or does it need to be exactly 14)? Can be larger, but must be able to safely navigate the current route and not impede pedestrian and vehicle traffic throughout traffic.
8. Can the specified 18-25 passenger shuttles be larger (i.e can it be 28 or 30, or does it need to be in the range 18-25 only)? Can be larger, but must be able to safely navigate the current route and not impede pedestrian and vehicle traffic throughout traffic.
9. Does the patient shuttle need to run until 5pm or 6pm? The price schedules states 6pm, but page 14, para 3.3 states 5pm. Current operations do not require patient shuttle to run beyond 5P, but it may be required in near future due to expanded hours of operation.
10. Are the provided route schedules expected or suggested? Expected.
11. Does the 'warm hand-off' mean a VA employee will escort a CLC patient to the shuttle? Will someone also meet CLC patients when being dropped off? Yes. Not necessarily.
12. Can you provide a map for all four routes with all listed stops clearly labeled with stop name
(Bldg 43 west door, Bldg 6, etc.) or some other one-to-one reference like stop numbers, including the optional stops (Bldg 144, Bldg 109, etc.)? I will work with Joni today and provide them as soon as possible.
13. Is it acceptable to have only one shuttle with a ramp and when it needs maintenance to temporarily replace it with a shuttle with a lift? Ramp shuttles are more expensive and having two so that one is always available increases the cost. One shuttle with ramp will be required at all times.
14. Since we won't hire a team until a contract is awarded, can a list of drivers, copies of driver's licenses, and other details be provided before work begins? Yes.
15. Since we won't acquire the vehicles until a contract is awarded, can we provide information on the types of shuttles we intend to use (make, model, pictures, etc.) and then provide full details with VIN before work begins? Yes.
16. On the pricing schedule, Optional CLIN 0006 wants a monthly amount but there is no detail on the number of daily hours we are to provide services. For example, if the hours are low, then the monthly billing is lower. If the hours are high, then the monthly billing is higher. Can you let us know how many hours per day to quote? Up to 14 hours/day as it can be used to fulfill any of the other CLIN description as mentioned in
SOW.
