About this file

This is a Vendor Questions and Answers document addressing clarifications for a federal contract solicitation for prevacuum sterilizer cleaning and medical/dental instrument inspection, sharpening, maintenance, and repair services at two Department of Veterans Affairs facilities in Wisconsin.

The document clarifies four key contract elements: the Government declined to separate surgical instrument maintenance and prevacuum sterilizer cleaning into distinct CLINs, preferring to maintain them together for administrative simplicity. The Government confirmed that VAAR clause 852.219-75 certification is required and will be attached as a signature page amendment. Regarding case cart and push cart repair services, both Milwaukee and Green Bay facilities use Pedigo brand case carts with specified models (LGREV, SMREV, RCC-242, RCC-256-MS, CDS-242, CDS-233, RCC-256-MS-B), with approximately two units requiring service monthly. The Government committed to attaching a comprehensive instrument list as Attachment 1 to the amendment. Additionally, the Government provided historical service volume data indicating approximately 500 instruments are serviced weekly at Clement J. Zablocki VA Medical Center in Milwaukee and approximately 500 instruments monthly at Milo C. Huempfner Outpatient Clinic in Green Bay, enabling vendors to develop accurate pricing and workload planning proposals.

Vendor Questions/Answers

1. CLIN Structure Would the Government consider separating surgical instrument maintenance services and prevacuum sterilizer cleaning into two distinct CLINs? These services occur at different intervals, and separate CLINs would allow for more accurate pricing, scheduling, and invoicing.

The customer would prefer to keep the line items together in order to keep contract maintenance as simple as possible in a time of limited resources.

2. VAAR Clause 852.219‑75 Certification On page 39, the solicitation states that offerors must complete the certification associated with VAAR 852.219‑75, “VA Notice of Limitations on Subcontracting,” referenced as being on page 18. This certification does not appear to be included in the solicitation documents. Could the Government confirm whether this certification is required for submission?

Being that VAAR 852.219-75 is incorporated by reference, the signature page will be attached to this amendment and shall be completed by all offerors.

3. Case Cart & Push Cart Details Section D on page 7 references case cart and push cart repair services. To ensure accurate pricing, could the Government please provide:

a. the manufacturer/brand of the case carts? Milwaukee and Green Bay both use Pedigo brand case carts. Models include: LGREV, SMREV, RCC-242, RCC256-MS, CDS – 242, CDS – 233, RCC-256-MS-B.

b. and the total number of units anticipated to be serviced annually? Approximately 2 per month.

4. Attachment 1 – Instrument List Page 7, Part D, refers to an Attachment 1 containing a comprehensive list of medical and dental instruments covered under this contract. This attachment could not be located in the solicitation package. Could the Government please provide this list?

Instrument list shall be attached to this amendment.

5. Historical Service Volume To support accurate workload planning and pricing:

a. Does the Government have historical data on the average number of instrument trays serviced weekly at the Clement J. Zablocki VA Medical Center (ZVAMC)? Approximately 500 instruments per week.

b. and monthly at the Milo C. Huempfner Outpatient Clinic (GBCBOC)? Approximately 500 instruments per month.
