What is the proposal acceptance period?
Ninety (90) days.
Please confirm that we do not need to provide PPQs for design firm projects.
Not required.
I was hoping you may be able to help me out with some information on this project. Specifically, I was curious as to how the Construction Materials Testing portion would be handled (Owner or GC selected)? If there is not already a firm selected, we’d like to be an option for the construction materials testing services if the opportunity is available. Do you have any insight into how that portion will be handled?
The construction materials testing portion will be handled by the general contractor selected.
The documents have been analyzed and it doesn't appear lift installation is included in the plans, as it generally is in VA medical facilities at this stage. I just wanted to reach out to inquire if that was an oversight, if there won't be lifts installed, or if that will be a separate opportunity.
Ceiling lifts were not considered since it will be an outpatient clinic.
Can anyone bid on this project or does it have to be a disabled veteran small business?
Only verified SDVOSB concerns can bid on this project.
Can you please define the A-E Field Representative roles per the VA?
For DB projects, the A/E is hired by the GC and works directly for him and is paid by him.
The A/E is the GC’s subcontractor.
On past project the Design Project Manager makes visits to the site during construction for design oversite continuity.
Is it acceptable for the Design Project Manager to be listed also as the A/E Field Representative?
It’s not acceptable for the design project manager to be listed as the A/E field representative Can the due date for Phase I proposals be extended one (1) week?
The due date has been extended to July 29, 2020 @ 2:00 p.m.
Would the VA like each offeror to include the SF 1442 and Amendments in their Phase I proposal submissions?
No.
If the SF 1442 and Amendments are to be submitted in the Phase I proposal submission, we would like to request that they not count toward the page limitation set in the RFP. Please confirm.
They will not count towards the page count of the proposal.
Would the VA like each offeror to include Representations and Certifications in their Phase I proposal submission?
No. That information will be verified during the evaluation period.
If Representations and Certifications are to be submitted in the Phase I proposal submission, we would like to request that they not count toward the page limitation set in the RFP. Please confirm. They will not be counted toward the page count as they are not required in the submission.
The VA will verify Certs and Reps during the evaluation period.
In block 13d. of the SF 1442, was left blank. Can you please provide the offer acceptance period?
Ninety (90) days.
Phase I, Factor 2 Key Personnel Experience, requires that the offeror provide resumes for project management/design personnel but also “all identified major subcontractors.” We are also aware that the RFP “recognized that not all subcontractors may be identified at the time of proposal submission.” However, offerors will be able to provide subcontractors and required resumes in the Phase II submission during the pricing of this project and once it has been determined which contractors will be invited to propose in Phase II. Can the requirement to list major subcontractors in the Phase I proposal be removed and if necessary, be included in the Phase II proposal submission?
Not required.
Can you provide an estimated timeframe between the submission of the Phase I proposal and the time that contractors will be notified of who is asked to submit proposals for Phase II?
Approximately 2 to 3 weeks.
Do you know if there will be site visit on the solicitation 36E77620R0029?
Yes. A site visit will be scheduled only for the most highly qualified candidates.
