Does the VA want the offerors to estimate the hours per objective for the ‘up to’ objectives for the maximum time for objectives 3.a.v Project Management, 3.a.vii Construction period services, and 3.a.viii Commissioning?Please see attached revised Attachment 13 - Detailed Price Schedule. Does the VA want offerors to estimate the hours per objective for the ‘up to’ objectives for the maximum time for the 2 other objectives, 3.a.ii Data input and analysis and 3.a.iv Design Reviews? Both of these tasks are project size dependent and will vary based on the project size and complexity. Further, 3.a.iv Design Reviews will vary based on the responsiveness of the Designer of Record to the comments in the SD, and DD phases of work. Additional reviews may be necessary if the VA has to reject a submittal due to lack of the response to earlier comments.Yolanda - I provided amount of expected hours with acq plan docs… not sure how to answer. I recommend getting per hour rates rather than fixed pricing, because each Task Order will have a separate cost.

167/12/217/15/21PWS 8Security ClearanceWhat clearance levels are required for this opportunity? ADP 1, ADP 2, Secret, TS? For VA procurements these are spelled out as Public Trust background investigation (BI). They are either specified as “low”, “moderate” or “high” BI and require a SF-85 type form to be completed. The requirements are typically in a section of the PWS but this level of detail is not specified in the draft PWS provided for this solicitation. Reference language from the PWS below.No special security clearances are required. It is anticipated that a moderate BI will be required.
177/12/217/15/21PWS 4.fThe PWS states that, “It is anticipated that each site requiring Project Management Services will require a Project Manager for up to twelve (12) months of on-site work.” Taken literally, we read this to mean that there is one PM at each site for up to 12 months. We request clarification on the estimated level of effort for Project Management services at each site.Each Task Order will identify the estimated level of effort for the Project Management services at each site. The anticipated estimate is provided to give a sense of magnitude for the scope of work so that each firm is able to adequately assess capacity.

Will the VA provide any tools and associated software licenses required to perform the architectural and/or engineering tasks? Will VA require that contractors use a specified tool to perform these tasks?It is not anticipated that VHA will provide Government Furnished Equipment unless needed for a specific Task Order. Tools and software that is anticipated for use: Micosoft Office applications, MS Teams, PowerBI, Sharepoint, Submittal Exchange, MS Project, AutoCAD, BIM.
