Interested Vendor Questions with Government Response
1. Balcones has 3 containers in the Price Schedule and Appendix A, but 2 in the table on page 2 of the SOW. Which takes precedence?
Most location quantities have changed on the amended SOW. Please refer to Table 3 in the amended SOW for updated quantities and table 2 for frequency of pick-ups.
2. The Oncology Clinic has one container in the Price Schedule and the table on page 2 of the SOW, but Appendix A shows two containers. Which takes precedence?

3. North Bexar has 2 containers in the Price Schedule and Appendix A, none are listed in the table on page 2 of the SOW. Which takes precedence?

4. P. 3, Price Schedule – is the verbiage such as “340 containers X Frequency X Unit Cost = Monthly Invoice” included in the pricing CLINs as instructions on how to invoice rather than being related to how to fill out the CLINs?
Verbiage was for invoicing, but it has since been removed from the solicitation.
5. P. 32, 5) What kind and quantity of film might be presented for destruction? Can it be destroyed offsite in order to avoid fouling the mobile shred truck’s equipment?
Not aware of or expecting film disposal. Film verbiage has been removed from the SOW.
6. Is there a current contract for the work being solicited? If so, please provide that awarded contract number or task order number (NOT the incumbent GSA contractor number).
o Contract Number: 36C25720P0588 o Please provide the name of the incumbent contractor. Gruene Shredding LLC o Please provide the annual contract amount. This was an emergency Sole Source requirement for 6 months of service. Contract amount is $81,720.00 o Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill # 36C25720Q0248? If not, please explain how the work will be different under this solicitation. Yes, it is fundamentally the same.
o How long does it take for the incumbent to perform the weekly service at the larger locations? Unknown.
7. P. 2, 1.4. Is this paragraph asking the Awardee to suggest schedule changes after starting the services? Does the Agency anticipate that there will be a need for many changes in the frequencies listed in the solicitation, which bidders are using to calculate prices being submitted?
This verbiage has been removed from the SOW. A firm schedule for container pick-ups has been set in Table 2 of the amended SOW. The Agency does not anticipate many changes from Table 2.
8. P. 4, 2.1. 3rd paragraph – does the “once weekly” apply only to those locations that have that schedule listed in the various tables? Or do you want every location serviced weekly for the first 30 days? If the latter, on the CLINs for the bi-weekly service should we include weekly service for the first month of the contract?

9. P. 4, 2.2. 1st paragraph – are the containers to have narrow slots for accepting paper to be shred, or does the Agency want bins with no slots?
The containers must have slots and must be securable.
10. P. 4, 2.2. Last paragraph – would you please confirm that the requirement is to shred material on site?
Interim destruction of material is to be performed on site. Refer to para 2 in SOW for interim destruction definition.
11. P. 12, 9. Is the electronic weekly report in addition to the Certificates of Destruction provided on site and in the monthly invoice package? It is unusual to require an additional weekly report, which will create more/duplicate work for the teaming partner (if one is used) and for the contractor, so want to be certain this is what is being requested.
Yes, electronic weekly report is required in addition to the Certificates of Destruction.
12. Will the VA consider bids from contractors who have no experience in the field of secure document destruction?
The Government will evaluate experience in accordance with the solicitation.
13. Across how many buildings will the containers at the larger locations be spread? How far apart are those buildings?
Added facility descriptions to paragraphs 1.3.1 thru 1.3.2.4 of SOW.
14. For all locations, will any bins be located above/below the ground floor? If so, are freight elevators available to move bins to/from ground level? If there is a loading dock, is there a ramp to the ground?
Yes, some bins will be located above/below ground floor. Elevators (Passenger or Freight) are available in all facilities. Not all facilities have freight. Loading dock available at Audie Murphy and Kerrville. Ramps are available for use at the loading docks.
15. Is there sufficient parking for our truck at each location/building for the time it will take to retrieve containers, shred the contents and return the containers?
Parking, loading and unloading areas are available for contractor use. These areas are NOT specifically marked or identified for contractor use. The contractor shall coordinate with contracting officer representative for exact parking, loading and unloading areas.
Refer to para 1.3.2.3 of the SOW.
16. According to the SOW, the South Bexar location has two 30-gallon bins and one 96 gallon bin, with 750 pounds of paper refuse. Is this a typo for the amount of pounds present at the location or the amount of bins?

Table 1 in the SOW provides the estimated pounds per month at each facility and it has been revised. South Bexar OPC is estimated at 500lbs per month.
17. Also, for all locations with significant amounts of bins (i.e. Audie L. Murphy) will the bins be presented in a staging area or are the workers required to collect the bins from their individual locations?
Staging area is available for contractor use. Contractor will coordinate with EMS staff.
Government expects contractor to collect from individual locations listed in Appendix A of the SOW.
18. Would the VA consider buying the bins for this solicitation?
No, VA will not consider buying bins for this solicitation.
19. How often do they purge files, and do we have an estimate of how many boxes/bins that averages?
This varies and cannot be estimated.
20. It states that there is a storage area where the 96-gal bins are stored. Are these actively used for secure document storage or, are they stored on site to service the consoles?
Those bins were located in Kerrville, but they have since been removed from the requirement.
21. Does purge pricing need to be listed as per bin on the price sheet with a $0 total to be estimated when the service is needed? Or do we need to estimate a certain amount?
There is no requirement for purge pricing. The Government does not expect the contractor to service any additional bins outside the schedule in the Statement of Work.
22. Media needs to be stored separate from paper, Will one of the already listed bins be used for that or can we have a line item added to allow a media bin?
Not aware of or expecting media disposal. Media verbiage has been removed from the
SOW.
23. What needs to be obtained for access to the locations on the Military base? How much time after award is given for that clearance?
The military locations have been removed from the SOW.
