REQUEST FOR INFORMATION (RFI)

RFI Question(s):
1.Please confirm whether or not the GC is responsible for Systems Integration. In speaking with the approved systems integrators none of them have a contract with the mechanical engineer for systems integration. The Specification’s table of contents note that Systems Integration is not applicable, however, the actual spec section does not note that the VA has contracted this scope of work out.
RESPONSE: Systems Integration is included in the GC scope of this project. Please review spec section 23 05 11 for requirements. The “N/A” in the table of contents refers to the revision date of the specification.
Please advise if the VA has contracted systems integration or if the GC is to provide.
2.RFI #1: Drawing E-1.3-5 at intersection 56 and N shows a duress button symbol, but it doesn’t have an X or a P, is this existing or should a new one be provided?
RESPONSE: Electrical device is existing. Please refer to outline on floor plan indicated by coded note 1 for phase 5 electrical scope of work.
3. RFI #2: VSS and Panic System Notes on drawing E-006 shows a Cisco 24 port switch to be provided in TR-1A114, the E-1.3- 1, through E-1.3-5 show a TR room on each page identified as 1A114-1 through 1A114-5, which Telcom room requires the network switch?
RESPONSE: These are the same room TR-1A114. The “-#” at the end of this number on the different sheets floor plans indicates the phase associated with that particular sheet.
4. RFI #3: Since we are adding to an existing Lenel system are there any spare reader ports or Duress input zones available or should we figure on everything being new for this project?
RESPONSE: Unless specified otherwise by owner, EC to provide new Lenel system devices/equipment to the existing system.
5. RFI #4: Drawing E-1.3-3 Phase III the readers identified in the red cloud are not within the Phase 3 Electrical Scope of Work nor do they include an X noting they are existing, are they to be included in this response?
RESPONSE: Card readers to be installed under phase 2. Please refer to outline on floor plan indicated by coded note 1 for phase 3 electrical scope of work.
6. RFI #5: The floor plans appear to change from phase 1 to phase 5, same area of the building but rooms are changing and protection, is our bid response based on the equipment in each phase?
RESPONSE: Please refer to the outline(s) indicated on each floor plan as a guide to determine the MEP scope of work regarding what/when device(s)/equipment need to be installed.

7. RFI #6: Reference Sheets GS-2, GS-3, and GS-4 and specifically the parking lot at the south end of the PACT Addition.
Some of this work overlaps with the general contract for the Emergency Department Expansion. Will the ED or PACT general contractor be responsible for this work? If it is the PACT contractor, please clarify where the ED work stops, and the PACT work starts. FYI some of the catch basins shown on the ED drawing says they are to remain however the PACT drawings show them as new. Also the parking lot/sidewalk layout is different on Sheet GS-4 between the ED and PACT drawings. Which layout is correct?
RESPONSE: The PACT Addition Project is to be bid as per the drawings, which is how the ED Project was bid. For the purposes of the Bids, the GC for the PACT Addition will own the PACT Sitework, and the GC for the ED Addition will own the ED Sitework. It is acknowledged that the Projects will overlap, and coordination will have to occur on site to handle these instances as best as possible. There is no other way to delineate this scope clearer. With regards to the parking lot/sidewalk layout, the PACT Project was designed and drawn prior to the ED Project. The ED Project utilized the PACT’s sidewalk and sitework design as “existing conditions,” and alteration of the PACT sidewalk and sitework will occur as part of the ED Project.
Essentially, the ED Project represents the “final design” once both Projects are fully built. This is another instance of overlap, and if the work on both projects can coincide closely enough where we can avoid demo’ing new sidewalk or site areas that were just built – we will do so and handle same in field. But for the purposes of Bidding, the contractor shall not assume same and shall instead bid the work that is on the drawings.
8. RFI #7: After reviewing the Drawings, we are showing Nurse Call on page 10 and page 36 of the Electrical Drawings. Are these the only drawings for nurse call? Is this the entire scope of the rfp?
RESPONSE: Please refer to drawing(s) 10 (E-D-2-1), 27 (E-1.3-4), 36 (E-2.3-1A) and 44 (E-008) for nurse call design.
9. RFI #8: Can we assume the proposal is for new components? On page 10 of the Electrical Drawings under Phase 2 Coded Notes it states: “Nurse Call Light above door to be removed and relocated as shown on Phase 2 New Plans”.
RESPONSE: Yes. All nurse call device(s) indicated on floor plans are new unless specified otherwise. New location of second floor existing nurse call device is located on drawing 36 (E-2.3-1A) per coded note 1.
10. RFI #9: Because Hill-Rom is stated as single sole source, is it okay for our Care Communications Executive to be in direct contact with the VA to have a conversation and discuss this request to make sure Hill-Rom understands the nurse call project completely?
RESPONSE: Yes.
11. RFI #10: Can you please provide a list of General Contractors who may be bidding on this opportunity?
RESPONSE: Sign-In sheet from the Pre-Bid meeting will be posted on the VA’s sam.gov website.
