About this file
This document is a Request for Information (RFI) dated 5/13/26 for Project 541-24-103, "Improve Sub-Basement Plumbing and Air Quality" at the Louis Stokes VA Medical Center in Cleveland, Ohio. The RFI, submitted to Contracting Specialist Stanley Burdine, addresses three contractor inquiries regarding project scope and requirements.
The first inquiry clarified that contractors are to connect only to existing risers in the sub-basement rather than replace them, with work involving removal of existing sanitary and storm mains and branch connections up to the underside of the floor decking above and installation of new piping. The second inquiry resolved a discrepancy between solicitation documents regarding the Period of Performance, confirming the Updated General Requirements are correct at 540 calendar days, not the 251 days shown in the Solicitation. The third inquiry addressed software requirements, with the Government's response clarifying that while VA TRIRIGA CPMS was specified, Autodesk is acceptable as an alternative provided sufficient licenses are procured for all appropriate users. The RFI response was issued by Erick Browning on 5/13/26 and emphasizes that all future questions must specifically reference relevant specification sections, solicitation sections, or drawing numbers to ensure timely Government responses.

TO: Contracting Specialist, Stanley Burdine
RFI NO.: 2 DATE: 5/13/26 REFERENCE:
REPLY NEEDED BY:
INFORMATION NEEDED:
1. It is our understanding that we are connecting only to the existing risers in the sub-basement, not replacing them.
Is this correct?
2. The Updated General Requirements show the Period of Performance is 540 Calendar Days but the Solicitation shows 251 Calendar Days. Which is correct?
3. The General Requirements updated pdf calls for the contractor to use VA TRIRIGA CPMS. Is this required, we haven’t seen this software used in 4 years? Would Autodesk be acceptable.
REPLY:
1. Drawing Note 1 located on Plumbing Demolition Drawings PD101 through PD106 states, “REMOVE EXISTING SANITARY AND STORM MAINS AND BRANCH CONNECTIONS TO VERTICAL RISERS THRU FLOOR ABOVE. PREPARE
EXISTING PIPING TO REMAIN FOR NEW CONNECTIONS.”
The intent of this note is to remove as much existing piping as possible up to the underside of the decking of the floor above and install new.
2. The Updated General Requirements are correct showing 540 Days for Period of Performance.
3. Autodesk is acceptable providing enough licenses are provided for all appropriate users.
