About this file
This is a Request for Information (RFI) response document for Project 538-18-101, "Improve Water System - Legionella" at the Department of Veterans Affairs Chillicothe VA Medical Center. The RFI addresses two contractor inquiries submitted to Contracting Specialist Stanley Burdine regarding the construction project.
The first inquiry concerned weight limit restrictions for driving construction vehicles over existing underground tanks as an alternative to pouring in-place concrete, which was not clearly documented in the specifications. The Government's reply directs contractors to General Note 3 on drawing CU-002 and recommends establishing a 10-foot boundary beyond tank corners due to tank age and shallow depth. The response indicates the south tank has a 50 psf weight restriction (insufficient for construction traffic), while weight information for the north tank was unavailable. The second inquiry requested a two-week extension to the bid due date to allow mechanical subcontractors adequate time for evaluation and bidding. The Government denied this request, citing time constraints and maintaining the original bid deadline. This RFI response was published as an amendment (0001) to Solicitation Number 36C25026B0005Amend01 along with the pre-bid site visit sign-in sheet.

INFORMATION NEEDED:
1. Regarding the job listed in the subject line of my email—on drawing number CU-003 it states as an alternative to poured in place concrete we can use a precast structure. However, we must see the weight limit restriction for driving on site over existing tanks. I can't find the weight limit restrictions anywhere. What are the weight limit restrictions?
2. Can the Bid Date in the Solicitation be extended by 2 weeks. Mechanical subcontractors are requesting a 2-week extension to properly evaluate and bid this project.
REPLY:
1. Contractor should review General Note 3 on CU002. In addition to the restrictions of the note, we recommend establishing a 10’-0” boundary beyond the tank corners once located because of tank age and the fact that the top of tanks are likely only a foot or so below grade. Existing information found for the south tank stated 50 psf and this is not enough for construction traffic. The north tank didn’t have this information available. Precast valve pits will have to be maneuvered into place while avoiding the top of the existing tanks.
2. Due to time constraints the bid due date will not be extended
