About this file

This document is an amendment to a solicitation for the Inpatient Mental Health Safety Corrections project at the Veterans Affairs New Hampshire Health Care System. The amendment provides responses to contractor questions to clarify contract requirements. Key details include confirmation that a third-party commissioning plan is not required. For project scheduling, an existing contractor team member rather than outside consultant can be used. Monthly safety inspections must be conducted by a Certified Safety Professional. Tuberculosis screening is mandatory for all employees and subcontractors. Firestopping must meet the requirements of Part 1.5. Lenel OnGuard will be used for the physical access control system, and Panasonic and Axis cameras are the basis of design for video surveillance. The existing network video recorder can be integrated with the VA network.

3. OFFEROR QUESTION AND CLARIFICATION

a. Question: Specification section 01 00 00 General Requirements part 1.14 Tests references specification section 23 05 93 and a testing and commissioning plan.

This section was not provided with the contract documents. Please confirm that commissioning/commissioning plan is not required for this project? Please confirm that part 1.14 does not apply to this project excluding tests required by individual specification sections.

b. Response: Spec. section 01 00 00 paragraph 1.14.A. shall NOT be required. All other sections and paragraphs of section 1.14 ARE required to be completed.

c. Question: Specification Section 01 32 16.15‐part 1.3 references Contractors

Consultant, please confirm that a 3rd part scheduler is not required and that an existing Contractors team member such as a Project Manager may fulfill the role of scheduler. Please confirm that this applies only if a 3rd party scheduler is used by the contract and is optional.

d. Response: For this project, Spec. Section 01 32 16.15, part 1.3.A shall NOT be required to be an outside consultant, a member of the GC team may be used for scheduling. All other parts of 1.3 are required to be performed as described.

e. Question: Specification Section 01 35 26‐part 1.9 Inspections subparagraph B states that a Certified Safety Professional shall conduct monthly random site safety inspection. Will the VA confirm if this requirement will be enforced?

f. Response: This section of the contract shall be enforced.

g. Question: Assuming that the SSHO is otherwise qualified, will the SSHO be allowed to perform other duties on the project such as superintendent and quality control manager? If Qualified will the project superintendent be allowed to fill all three roles?

h. Response: Unless outlined and/or stated in the contract specifications, the SSHO may perform other duties. The SSHO must fully and completely comply with the requirements for the positions they are performing.

i. Question: Specification Section 01 35 26 subpart 1.13 requires a Tuberculosis Screening within the last 90 days prior to arriving on the jobsite. Will this requirement be enforced, and will this apply to all workers, contractor/subcontractor working on the job site?

j. Response: Yes, for all employees and subcontractors working on this project the TB screening is a requirement to have been tested within the last 90 days, and to provide confirmation of same prior to the start of work.

k. Question: Specification Section 07 84 00 Firestopping, Part 1.5 appears to require all firestopping to be installed by an “FM Global approved firm” or that meets UL’s “Qualified Firestop Contractor Program Requirements”. The specification section also appears to require a 3rd party inspection of all firestopping installed under this contract. Will the VA please confirm that this requirement for installation and 3rd party inspection will be enforced on this contract?

Response: For this project full compliance with Part 1.5 is required.

l. Question: Can the VA please confirm their preferred vendor for CCTV, Access Control, Intercom, Duress‐Panic Alarm and Fire Alarm? Is there currently a maintenance contract in place for any of these systems, if so, will the contractor need to coordinate with the vendor for final connection?

Response: See two attached responses to others RFIs and for fire alarm the manufacturer equipment is: Edwards Systems Technology EST-3.

m. Question: The document 654‐17‐730 Addendum 01 included 2 pages of drawings that were issued with amendment 2, sheet 12‐ES‐202 & 12‐ES‐301 with revisions clearly marked. The document 654‐17‐713 Drawings Bound that were also issued with amendment 02 also included these pages. However, this document did not include the changes noted on addendum 01. For example, note 6 is no longer included on sheet 12‐ES‐202. Detail 4 is no longer included on sheet 12‐ES‐301.

Will the VA please clarify which pages we are to use for bidding purposes?

n. Response: The two sets provide the same requirements, Amendment 01 shows what was deleted, and amendment 02 shows those items as removed, both represent the same requirements. The requirements for installation of a door top alarm system is NOT part of this project, but the contractor will be responsible to remove/replace the units on the existing doors as part of this contract. All other anti-ligature items in this contract are required.

o. Question: Question originally asked with Amendment 0003 (e): What is the brand/manufacturer of the existing PACS controllers and headend, and are we required to use this manufacturer?

p. Response: Updated Answer to Amendment 0003 (f): For PACS, using Lenel OnGuard (Brand Name or Equal). Information from our VA Police: “For PACS, we are using Lenel OnGuard. And yes they are proprietary. There is already a Lenel 2220 control board in the B6 IT closet, so adding to that system would be fairly easy. The system is capable of delayed egress, as well as monitoring/controlling the “Sally Port” feature.” (Quote added with Amend 007)

q. Question: Question originally asked with Amendment 0003(g): What is the brand/manufacturer of the existing VASS cameras, NVRs, and software, and are we required to use this manufacturer?

r. Response: Updated Answer to Amendment 0003(h): The item shown in the attachment (S05 ‐ B6 Cameras Layout.jpg) are from the Basis of Design for the space.

• The “B6 Camera Proposal” (S05 ‐ B6 Cameras Layout.jpg) drawing from our Police Service shows the location of the cameras, the NVR, and the viewing monitors in the nurse station.

o The “360‐degree camera” basis of design camera was the Panasonic WV‐S4150 (Brand Name or Equal) camera. (3‐each) o The “ligature resistant” camera is an AXIS Communications Q8414‐LVS (Brand Name or Equal) network camera. (35‐each) o The “64‐channel NVR” unit is a Panasonic WJ‐NX400K TURBO‐RAID System Recorder (Brand Name or Equal). (1‐each). This NVR can be imaged to the VA OI&T system specifications as required.

o The 55‐inch ceiling mounted monitor receives their signals from the NVR utilizing an HDMI signal amplifier unit.

A copy of the B6 camera location drawing for the units above are attached to this Amendment. And, see specification 28 23 00 for specific salient features.
