This is not a solicitation announcement. This is a Sources Sought synopsis only with the purpose of gaining knowledge of potential qualified sources and their size classification relative to the appropriate North American Industry Classification System (NAICS) 339920- Sporting and

Athletic Goods Manufacturing . Size standard. Size standard (750 employees) Responses to this Sources Sought synopsis will be used by the Government to make appropriate acquisition decisions and are not considered adequate responses to a potential future solicitation announcement. After reviewing all responses to this synopsis, a solicitation announcement may be published via the Contracting Opportunities website. Responses to this Sources Sought synopsis are not considered adequate responses to the anticipated solicitation announcement. STATEMENT OF WORK

INTRODUCTION: The purpose of this Statement of Work (SOW) is to outline the tasks and responsibilities of the vendor in supplying cart weights, parallel bar and table treatment hi/lo for the

Bakersfield VA Clinic within VISN22 under VA Greater Los Angeles Healthcare System.

BACKGROUND: The Bakersfield VA Clinic is part of VA Greater Los Angeles Healthcare System. The

Bakersfield clinic offers primary care, eye clinic, audiology, dental, women’s health, physical therapy, mental health, telehealth, laboratory and other specialty services. The PM&R clinic has a requirement for cart weights (to organize dumbbells, cuff weights, grip weights), parallel bar (to gain training, balance and stability exercises) and table treatment hi/lo (to accommodate patients with mobility issues).

PURPOSE: The cart weights, parallel bar and table treatment hi/lo will be utilized by PM&R to directly support patients recovering from mobility issues, injuries, surgical procedures or illnesses at Bakersfield

VA Clinic.

SCOPE: VA GLA – Bakersfield VA Clinic is requesting contractors provide that meet or exceed the physical, functional and performance of the listed salient characteristics in this section. The equipment feature is essential to the technical requirements to meet the needs of the government.

PHYSICAL CHARACTERISTICS: Equipment must have physical characteristics to enable the government to perform the capabilities:

Cart Weight, PT, w/Weights –Multi-Purpose Cart

a) Have a physical therapy supply storage cart able to store bands, straps, and dumbbells.

b) Have a resistance band dispenser at the top and weight storage on the sides.

c) The front and back will be composed of slatwall hanger boards for customizable storage.

d) Cart shall include four casters.

e) Accessories shall include:

a. nine 4" double hooks and ten J hooks compatible with the slatwalls

b. 1 set of dumbbells set (total: 20 pcs)

c. 1 set of cuff-weight set (total: 16 pcs)

d. 1 set of exercise band, 50 yards (total: 5pcs set)

f) Dimension: 18”D x 30”W x 72”H

g) Quantity: 1

a) Maximum weight capacity 600 lbs.

b) Have flexibility for height & width Adjustment

c) Have adjustable Bar, height, Range:

a. Horizontal: 15.5” 24.5"

e) Power requirement: 7.6A, 115V, 782W, hospital grade plug.

Table, Treatment, Hi/Lo

a) Hi/lo metal treatment table.

b) include a power-assisted caster system.

c) have a standard for control switch to adjust table height.

d) Have a protective vinyl coating.

e) Have a contour foam face cushion.

f) Power requirement: 120 V - 50/60 Hz

g) Finishes: Blue

FUNCTIONAL AND PERFORMANCE CHARACTERISTICS: Equipment must provide the functional and performance capability as listed in the section above, TRAINING: Contractor is to provide a one-time training of the parallel bar at installation of equipment.

Government will not require additional training.

WARRANTY OF EQUIPMENT: Government requirement for standard manufacturer industry warranty term. Government does not accept extended warranty, which requires advance payment.

PERFORMANCE:

• All items to be delivered and installed after receipt of purchase order by 8/1/2026.

• Hours: Normal duty hours are 8:00 a.m. through 3:00 p.m., Monday through Friday, not including federal holidays. Whenever contact with a facility is required outside of normal duty hours, the Contractor shall coordinate these times with the designated COR, POC or designee.

• In accordance with 5 U.S.C. 6103, Executive Order 11582 and Public Law 94-97 the following national holidays are observed and for the purpose of this contract are defined as “Legal Federal official holidays”

• Noncontract Charges: The contractor shall not perform any service that will result in additional charges without prior approval from the Contracting Officer.

• Payment: Payment will be made upon receipt of a properly prepared invoice which references the period for which payment is due, the contract number and/or assigned purchase order number.

The invoice must include the correct payment address.

• Waste Removal: The contractor is responsible for removing and properly disposing of all waste related to the services provided on-site at all VA facilities.

• Failure to carry out the above procedures will be considered as a failure to document the service visit and will constitute a failure to perform.

• All shipping for parts will be included in the cost of the contract.
