VISN Pulmonary BPA Notice of Intent for:

Body Plethysmography & Diffusion Pulmonary Function Testing (PFT) System, Cardiopulmonary Exercise & Spirometry

Background/General Information:

VISN 1 seeks to put into place a 5-year agreement to address Pulmonary equipment needs throughout the VISN to include; Body Plethysmography & Diffusion Pulmonary Function Testing (PFT) System, Nitrogen Washout, and Cardiopulmonary Exercise & Spirometry. This will also include related equipment and systems to perform testing such as methacholine and other bronchial challenge testing, exhaled breath tests (such as exhaled NO used in asthma management), and High-Altitude Simulation Testing (to assess the safety of flying in patients with lung disease). This contract would cover all VHA facilities within VISN 1 to include; VA Boston HCS, VA Bedford, VA Central Western Mass, VA Connecticut HCS, VA Providence, VA, Maine HCS, VA WRJ and VA Manchester.

This procurement follows the previous purchase of new pulmonary equipment from MGC Diagnostics under contract 36C24119P1179. As a logical follow on under the authority of FAR 6.302-1, this procurement seeks to standardize the pulmonary systems across VISN1. Currently five of the eight facilities in VISN 1 already have MGC systems in use. These systems are deployed with a centralized network design. This design has a centralized server and affords interoperability across the entire VISN. This ensures a standard sustainment model of a complex system in addition and affords clinical access to raw diagnostic data across the entire VISN. The estimated ceiling for the complete 5-year agreement is $2.5M.
