The Government will conduct an in-depth review of contractor’s past performance information.
This review will be based on information provided via the Past Performance Questionnaire(PPQ) “Attachment 11” by the offerors references not later than the date and time specified in the solicitation for receipt of proposals. Part 1 shall be completed by the offeror and Part 2 shall be completed by the offeror's reference.
To be considered for award, completed past performance questionnaires shall be emailed to the designated contract specialist. If the contractor has no past performance history that is similar in size and scope of the proposed solicitation, the contractor shall note this in his or her proposal.
Past Performance and Technical Capabilities are equal, and, when combined, are significantly more important than Price.
The Past Performance Evaluation is accomplished by reviewing aspects of an offeror's present and past performance focusing on recency, relevancy, and quality. The Government reserves the right to use any and all other sources of information available to assess past performance including but not limited to CPARS, SAMS, and FAPIIS.
For purposes of this evaluation, relevancy is defined as construction work completed or ongoing during the three (3) years prior to the issuance of this solicitation similar to size and scope of the proposed contract.
Offerors shall be given the opportunity to address any negative or derogatory past performance information received during this evaluation. The Government may request clarification of adverse or incomplete past performance information.
Responsive Offerors will receive an Integrated Past Performance Confidence Assessment Rating based on the Offeror’s past and present performance as it relates to the probability of successfully accomplishing the required effort.
The Integrated Past Performance Confidence Assessment Rating consists of three components:
recency of the Offeror’s past performance, relevancy of the Offeror’s past performance, and quality of the Offeror’s past performance.
(1) Recency: Past performance information submitted by the Offerors will meet the recency requirement by not having concluded more than three years prior to the issuance date of this solicitation. The Government will not consider past performance information on an effort that concluded more than three years prior to the issuance date of this solicitation.
(2) Relevancy: The criteria to receiving a relevancy rating is to be based partially on a minimum value performed by the Offeror equaling or exceeding the magnitude of construction identified for this solicitation.
(3) Quality: Recent and relevant past performance information submitted by the Offerors will be evaluated for quality, timely performance, management effectiveness, contract administration, compliance with safety standards, and overall performance as reported on the PPQs in order to assess the Offerors’ ability to successfully complete the requirements of this solicitation.
A separate quality assessment rating is not required; rather, the Integrated Past Performance Confidence Assessment Rating is based on the Offeror’s overall record of recency, relevancy, and quality of performance.
(4) Unknown Past Performance: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance in accordance with FAR 15.305(a)(2)(iv). Therefore, the Offeror will be determined to have unknown past performance and assigned a performance confidence rating of “Neutral.” The rating of “Neutral” confidence is treated neither favorable nor unfavorably.
Offerors may provide information on problems encountered on the identified contracts and the offeror’s corrective actions.
Offerors are required to have past performance surveys completed by identified references and sent from the identified references, directly to the Contracting Officer identified on the form, so that the surveys are received at the contracting office no later than the date and time established for receipt of proposals.
FACTOR 3 — PRICE:
Offerors are required to propose on all contract line items as solicited in the Price Schedule to be considered responsive to this RFP. Although the price factor is considered less important than the combined non-cost factors, it will contribute substantially to the source selection decision, and will be evaluated as to completeness and reasonableness. After an evaluation of Technical Capabilities and Past Performance has been completed, the price will be evaluated and an integrated assessment of proposals will determine the offers which represent the best value to the Government.
D. Basis for Award
a. The Government will evaluate proposals submitted in response to this solicitation, which meet the requirements in accordance with the factors listed above.
b. The following three (3) factors have been identified and shall be utilized in the evaluation of offers and in the determination for award.
1. Technical Construction Management Capability
2. Past Performance
3. Price The technical subfactors are equal to each other in importance. Technical and Past Performance when combined are significantly more important than Price.
Table 1: Technical Ratings Assessment Definition Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. The proposal contains multiple strengths and no deficiencies.
Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains at least one strength and no deficiencies.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Proposal has no strengths or deficiencies.
Marginal Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements.
Unacceptable Proposal are ineligible for award, and a result, a reasonableness determination will not be made.
PRICING:
The most recent electronic version of RS Means cost estimating data will serve as the UPB for this contract. The UPB is updated annually after 1 January and no later than 15 January. The contractor’s proposals for the work described in each task order will be based on the pricing information and the units of measure specified in the UPB. The following RS Means data shall be used:
(1) Facilities Construction Cost Data
(2) Facilities Maintenance and Repair Cost Data
(3) Mechanical Cost Data
(4) Plumbing Cost Data
(5) Electrical Cost Data
(6) Assemblies Cost Data
If the government specifies an item, which meets both the RS Means line item description and the characteristics called out in the Technical Specifications the contractor is obligated to furnish that item, regardless of actual cost compared to the RS Means cost.
UNIT PRICE SOFTWARE
Contractor shall use the RS Means Facilities Repair Cost Data Software located at www.rsmeans.com. This Software contains pricing information for the work to be accomplished and for the units of measure specified. The contractor must furnish pricing (proposals) for each individual Task Order on a LINE ITEM BASIS per RS Means Cost Works (www.rsmeans.com).
a. Means Cost Works provides the unit pricing to be used on this contract. Estimates shall be computed using the settings of “Facilities Repair, Union Labor”.
b. Means Cost Works pricing is updated on an annual basis.
c. The contractor shall use the Means Cost Works established pricing in effect as of the date the contractor’s Task Order Price Proposal is received by the Government from the contractor. That price shall remain fixed throughout the life of the Task Order.
LINE ITEM UNIT PRICES AND QUANTITIES:
The price set forth in the RS Means software on the date proposal is due shall be multiplied against the coefficient to determine line item unit cost. Use location of the facility where work is to be completed for all RS Means pricing.
COEFFICIENT/WAGE DETERMINATION:
A. The purpose of applying the coefficient(s) to direct costs, national average bare costs as obtained from the Unit Price Book, and/or negotiated bare costs of non-Unit Price Book (non-pre-priced) items, is to compensate the Contractor for all indirect costs and profit for performance.
http://www.rsmeans.com/
B. After the first year of the IDIQ contract and each year after, the contracting officer will incorporate a new wage determination into the contract and the most current update of R.S. Means pricing*. The contractor will use the updated R.S. Means Cost Estimating System (unit price book) multiplied by the coefficient in the basic contract to price individual task orders. The coefficient(s) will remain unchanged throughout the life of the contract and no other contract adjustments will be made as a result of the incorporation of the new or revised wage determination.
*Note: Since award will be made prior to January 1st, the most current RS Means pricing will be utilized from date of award to January 1, 2022. Annual updates will occur on a yearly basis thereafter, IAW with RS Means updates, not from the anniversary date of the awarded contract.
C. The contractor’s coefficients (in percentage format, no more than 3 decimal places) shall contain any/all applicable profit and burden costs such as, but not limited to, bond premiums; insurance; compliance with environmental and safety laws/regulations, taxes, overhead, general and administrative expense and any/all other associated indirect costs required to perform the work. IDIQ unit prices are for materials in place (FOB Destination) and, unless otherwise specified, include materials, labor and equipment.
The government expects reasonable coefficients to accomplish the resulting task orders.
Submitted coefficient(s) less than one (1.00) requires an acknowledgement from the bonding company that work will be bid and may potentially be accomplished at less than cost.
D. Task order prices will be based on negotiated quantities times the total of the current established prices in the R.S. Means database bare cost column (which means no markup for overhead and profit (O&P)) times the current City Cost Index (weighted average percentage) for the VA facility location. After the City Index has been applied, this amount will then be multiplied by the coefficient proposed for the applicable category. Any non-priced items will then be added on to the total to arrive at the total task price for a unit of work. Example: Pricing will be determined at the task order level as follows:
Total amount of RS Means items x City index x Coefficient + any non-priced (R.S. Means) items = total task order price.
E. The categories of pricing coefficient(s) in this contract are based on a combination of normal working hours and other than normal working hours.
