About this file

This statement of work describes a project to apply fireproofing insulation and install bird/rodent prevention netting at two buildings of the St. Petersburg Veterans Affairs Regional Office. The selected contractor will remove existing materials, dispose of debris, replace damaged components, apply sprayed fireproofing and protective insulation to maintain code compliance, and install an environmentally-friendly netting to prevent nesting under the insulation. The contractor must be qualified for the engineering work, develop a phasing plan to avoid daily operations interference, and complete the project within 180 calendar days of the notice to proceed. The statement of work provides specifications for the sprayed fireproofing material, quality control requirements, and directions for bird and rodent prevention netting.

Statement of Work

Fireproofing Insulation and Bird/Rodent Prevention

Objective

Secure a qualified construction contractor for spray-on fireproofing, insulation, and bird/rodent prevention on the underside of Building 46 and Building 47 at the St. Petersburg Veterans Affairs Regional Office (VARO) with an address of 9500 Bay Pines Boulevard, St. Petersburg, Florida 33744.

1. – Introduction.

The Department of Veterans Administration (VA), Veterans Benefits Administration (VBA), is seeking a qualified construction contractor to complete the requirement by using specifications located in 07811-8 Sprayed Fire Resistive. Construction document tasks will include, but not limited to, performance reports, daily logs, material submittals, specifications, working drawings, site visits, meetings and meeting minutes, staff interviews, phasing, scheduling, and any other construction-related services information. The anticipated scope is defined within this document for reference, and final confirmation of needs will require coordination and approval from VA.

1.1. – Background.

The St. Petersburg VARO has surface parking located under the buildings. The underside of Building 46 and Building 47 is exposed to the elements, which has caused the fireproofing to fall off over time exposing the steel beams.

1.2. – Scope.

This project shall include:

1. Remove any existing material and prepare surfaces to bond with new foam without any structural and property damage;

2. Dispose of all old material and debris that was removed;

3. Replace any deformed and damaged pipe hangers;

4. Apply fireproofing and a protective insulation covering for the fireproofing while maintaining life/safety and other applicable codes (local, state, federal, etc.);

5. Provide an environmentally friendly method to prevent the nesting of birds and rodents under the protective insulation over the fireproofing; and

6. Design a Phasing Plan for the installation to avoid interference with daily operations of the

VARO.

Contractor shall be responsible for procuring the services of a state certified engineer to evaluate that the fireproofing is applied in accordance with VA specifications located at the bottom of the SOW.

2. - General Requirements.

The Contractor will be required to have registered professionals with relevant experience for all engineering disciplines required by this SOW.

Government Furnished Information: All available record drawings will be provided upon request to the Contractor. These record drawings should not, however, be considered "as built”. These drawing files are provided without warranty or obligation as to the accuracy or information contained in the files. All information in the files shall be independently verified by the Contractor. Any user shall agree to indemnify and hold the VA harmless from all claims, damages, losses, and expenses, including, but not limited to, attorney fees arising out of the use of the Computer-Aided Design and Drafting (CADD) drawing files. The Contractor shall be responsible to perform field investigation and verify the accuracy of the drawings with the actual conditions.

Throughout project development, the Contractor shall coordinate with the VA Contracting Officer’s Representative (COR) and the VA Contracting Officer (CO).

Within two (2) business days of any project-related meetings, Contractor shall provide meeting minutes to the VA COR and VA CO. If and when applicable, the Contractor shall also provide supporting materials functional plans, equipment lists or layouts, and narratives to document the basis of design and program approved by VA at the meeting.

2.1. - Scheduling, Phasing, and Working Hours.

All work hours must be coordinated with the VA COR to minimize interference of normal VARO functions. All work that impacts normal operations of the VARO shall be performed outside normal business hours (Monday through Friday from 6:00 am to 6:00 pm). These areas may require work to be completed during off hours (Weekends, Holidays, Evenings/Nights) that will not interfere with VARO functions. All requests for work during normal business hours must be requested by the Contractor at least fourteen (14) calendar days in advance to the VA COR.

2.2. – Period of Performance.

The period of performance will be one hundred eighty (180) calendar days from the issuance of the Notice to Proceed (NTP), which includes all closeout requirements.

2.3. - Components of Services.

Services comprised of components that shall be presented and approved via material submittals by the VA COR or the Alternate VA COR and the VA CO at each stage of the design progress are as follows:
