About this file

This document is a Special Notice of Intent to Award a Sole Source Procurement from the Department of Veterans Affairs Consolidated Mail-Out Pharmacy (CMOP) in North Charleston, SC. The notice indicates the intent to negotiate a contract with USVETSERV, LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB), for specific mailing supplies.

The specific procurement is for a specialized box (Item ID 16499) measuring 11.5 x 10 x 6 inches, constructed with recycled jean material and designed for temperature-controlled storage. The box features specific technical requirements, including a 1.5-inch thick insulation layer, kraft board grade 200LB DC, a weather-resistant adhesive strip, and a tear-away zipper. The box is designed to maintain a kinetic temperature at or below 45 degrees Fahrenheit for a minimum of 48 hours. The government justifies the sole source procurement under FAR 6.302-2, claiming USVETSERV is the only responsible source that can meet their urgent need. Interested parties can contact the Network Contracting Office 15 via email to express alternative product capabilities.
