Statement of Work Summary
This is a Statement of Work (SOW) for the construction of a contractor laydown area and security upgrades at Jesse Brown VA Medical Center in Chicago, Illinois, dated July 10, 2026. The project (Number 537-24-106) involves creating a temporary construction/utility staging zone on the Eastern Exterior Grounds of Building 1A. The total project duration is 295 calendar days from Notice to Proceed, divided into five sequential tasks: Project Kick-off (21 days), Coordination (49 days), Pre-Construction Submittals (108 days), Mobilization and Performance of Work (267 days), and Closeout Submittals (295 days).
The contractor must complete comprehensive earthwork including site preparation, utility scanning, soil testing by a licensed Geotechnical Engineer, excavation, compaction, and gravel installation to meet minimum 8,000 PSF bearing pressure ratings. The project requires furnishing and installing eight new marine-grade 20-foot by 8-foot shipping containers (four high-cube storage units and four office units) double-stacked with continuous concrete footings, interior finishes including R-13 insulation, VCT flooring, and heating/cooling units. Additional work includes constructing a 9-gauge, 7-foot chain link fence with a 20-foot sliding gate, installing a 200-ampere 30-space electrical panel with subpanels and four energy meters, furnishing LED lighting fixtures with occupancy sensors throughout, installing a curb ramp for vehicle access, and deploying a complete video surveillance system with Avigilon-compatible 360-degree cameras integrated into the VA Police access control system. All work must comply with OSHA standards, Chicago Building Code, infection control protocols (Class II risk classification), and site-specific VA requirements including security procedures, work hour restrictions, and weekly progress reporting via Microsoft Teams.
