Section 1: General

Purpose:

This document is prepared using the California Manual on Uniform Traffic Control Devices

(CAMUTCD) 2014 Edition. The purpose of this document is to provide procedure and standards for preparing temporary traffic control plans, for construction projects, and setting up temporary traffic control signs and devices on the VAGLAHS facilities during project execution phase.

Definitions:

Closure; refers to closure of roads, lanes, sidewalks, bike pathways, ramps, and other access paths.

Requirements:

1) Upon award of contract, the General Contractor shall be required to submit a Temporary

Traffic Control (TTC Form # CFG-VA-012) Plan to the VA through the Contracting Officer’s

Representative (COR) for review and approval prior to mobilization or starting any construction operations. The Plan(s) must meet these Procedure and standards (except otherwise directed by the COR/PM).

2) The TTC Plan shall contain as a minimum, a map layout indicating the following:

• project location, surrounding buildings, parking lots, roads, and sidewalks

• Beginning and end of all closures (dates and location)

• Beginning and end of all detours (dates and location)

• Placement of traffic control signs and devices

3) To prepare a TTC Plan, Contractor shall use the most current VAGLAHS Master Traffic Control

Map (sample shown in Appendix B) to identify all active and ongoing project operations on campus.

4) Contractor shall request the most current version of the Master Traffic Control Map from the

COR/PM.

5) Contractor shall complete and include the Temporary Traffic Control Plan Checklist in the TTC

Plan submittal package.

6) Contractor shall not make any modifications or changes to the Plan, without approval from the VA COR.

Section 2: Signs & Devices

Traffic Control Signs & Devices To promote safety and convenience for road users during project execution within the campus, the Contractor shall provide, as a minimum, one or more of the following signs and devices.

1) Signs: the following signs shall be reasonably placed in locations, as applicable to the project, within and outside the construction zone

a. Road Closed

b. Road Closed to Thru Traffic

c. Road Closed Ahead

d. Road Closed Use Detour

e. Road Closed to Thru Traffic Use Detour

f. Road Closed Ahead Use Detour

g. Road Closed Ahead

h. Lane Closed

i. Sidewalk Closed

j. Sidewalk Closed Use Detour

k. Detour (with Arrow)

l. Building Access Sign (Indicate Building Number for Affected Buildings Only)

m. Bike/Pedestrian Detour

n. No Parking

o. No Parking (Specific Hours)

p. Do Not Enter

q. One Way

2) Devices: the following are traffic control devices that shall be used as applicable in addition to traffic control signs.

a. Barricade

b. Delineator

c. Channelizer

d. Tubular Marker

e. Traffic Cones

f. Caution Tapes

g. Changeable Message Sign (CMS)

h. Traffic Safety Mirror (for site access points)

3) Unless specified otherwise, the following shall be applicable to all signs and devices:

a. All traffic control signs shall have an orange background and a black legend

b. All traffic control signs and devices shall be retroreflective or illuminated to show the same shape and similar color both day and night.

c. All traffic control signs shall be sized using CAMUTCD standard and the following table is provided as a guideline but in case of conflict, CAMUTCD standard shall be used.

Placement and Operation of Signs and Devices

1) Where construction operations will require closure(s), Contractor shall place the appropriate traffic control sign and devices as described earlier. These signs and devices, shall be placed at the closest intersection(s) and close to the construction site and other locations as directed by the COR.

2) Traffic control signs shall be located on the right-hand side of the roadway where they are easily recognized and understood by the road users. Signs in other locations shall be considered only as supplementary to signs in the normal locations, except as otherwise directed by the VA COR.

3) These signs and devices shall be mounted securely. The location and legibility of the traffic control device shall be such that road users have sufficient time to make the proper response in both day and night conditions.

4) Traffic control signs and devices that are used on a part time basis, shall be in operation only during the time periods that they are required and shall be removed at the end of the workday before the Contractor and its crew leaves the work site.

Inspection and Maintenance of Traffic Control Devices

1) Traffic control devices and signs shall be inspected and properly maintained to ensure functionality.

Section 3: Closures and Detours

Closures All closures shall be implemented as suitable to the construction period and aligned with this

Standard. If the closure restricts ADA access, Contractor shall provide suitable alternative(s).

As required in the Scope of Work (SOW) or directed by the COR, Contractor shall provide a

Flagger(s) to control vehicle traffic flow around the construction zone.

Detours In locations where are there more than one detour routes available, Contractor shall choose a detour route where an increase in traffic will not significantly disrupt critical/emergency services.
