Subject: SPECIAL NOTICE 36C24922Q0338

Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. On or about May 20th, 2022, an award is anticipated to occur to Whip-Mix The period of performance will be for sixty calendar days after the issuance of the notice to proceed.

This requirement includes the purchase of a Large Lab Dental Mill that meet the needs of patients seen at the Tennessee Valley Healthcare System Medical Center Nashville (TVHS). The Large Lab Dental Mill will be used by dental laboratory technicians with 6 discs (pucks) that interchange automatically using software programming and fabricate 12-15 crowns at one time in one puck, switch to a new puck and fabricate bridges, switch to a new puck and fabricate dentures, etc. It is a HIGH VOLUME, multi-material milling unit designed to “rack and stack” and work all night. The Large Lab Dental Mill will support all four TVHS sites to this mill to make all types of products, not just single crowns. This will allow the Dental Lab the ability to fabricate crowns, bridges and dentures inhouse, and will reduce the cost of sending these items out to the Central Dental Lab significantly. It will also provide a faster turn around time for delivery of crowns, bridges and dentures to patients, and in some cases can provide same day delivery as oppose to 6-8 week turn around time from the Central Dental Lab. This unit will provide a cost savings for the facility and higher satisfaction for the patient. The Large Lab Dental Mill will provide much-needed dental equipment systems within the TVHS VA Medical Center that will aid in the care available to veteran patients that reside within and close to the TVHS VA Medical Center. The contractor will be responsible for the delivery of the Large Lab Dental Millto the TVHS VA Medical Center in a timely manner. NCO 9 intends to non-competitively Award this requirement to Whip-Max since the brand of Large Lab Dental Mill is new technology that will be utilized at this local VA facilities. The Large Lab Dental Mill obtained will provided the facility with the capacity to provide dental care in routine and emergency circumstances. As a result, any contractor other than Whip-Mix that would provide the Large Lab Dental Mill to the facility would unintentionally cause a delay in patient care.

Unnecessary delays cannot be endured.

The North American Industry Classification System (NAICS) code for this requirement is 339114 with the size standard of

750. The applicable Product Service Code is 6520. This notice of intent is not a request for proposals or quotes.

However, all responsible service-disabled veteran-owned small businesses and veteran-owned small businesses may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that a similar digital scanning device is available that will provide comparable scanning abilities for the facility. If said OFFER and technical capabilities/narrative is received within three calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
