About this file

This is an Amendment to a Request for Quotation (RFQ) issued by the Veterans Health Administration Regional Procurement Office East for Medical Surgical Prime Vendor (MSPV) services solicitation number 36C24E26Q0058, effective October 15, 2026.

The amendment publishes answers to offeror-submitted questions and extends the quotation submission deadline to 4:00 p.m. CST on October 19, 2026. The solicitation uses a tiered evaluation structure prioritizing: (1) Service-Disabled Veteran-Owned Small Businesses (SDVOSB), (2) Veteran-Owned Small Businesses (VOSB), (3) small businesses with HUBZone and 8(a) participants, (4) small businesses, and (5) large businesses. Authorized Distributor Letters (ADLs) must be signed by Original Equipment Manufacturers on OEM letterhead and dated within 90 days of the Contracting Officer's receipt. Offerors must demonstrate Electronic Data Interchange (EDI) capability either directly or through third-party service providers with supporting documentation; EDI compliance is mandatory with no exceptions or waivers available. Suppliers must be capable of nationwide distribution to both prime vendor distribution centers and direct-to-VA facilities.

The amendment removes 56 line items due to non-Trade Agreements Act (TAA) compliance, discontinued status, duplicate entries, or prior awards to active contracts and BPAs. It provides corrections to OEM names, Unique Entity Identifiers (UEIs), and DUNS numbers for multiple manufacturers including Solventum US LLC, Becton Dickinson, CR Bard, and others. The updated quote sheet with revised index numbers is attached; the question submission deadline was September 30, 2026. Offerors may submit product sourcing requests for items not on the current list via a designated email address (vha19plologmspocom@va.gov).

Index number 56 Original Equipment Manufacture (OEM) part # 47983-BLU is being removed due to Non-TAA compliant status

Does VA intend to apply SBA's Positive Airway Pressure Devices and Supplies Manufacturing class waiver, published at 83 FR 24919, to these two items? Section C.6 refers to a nonmanufacturer-rule waiver, but we did not find a notice identifying one applied to this acquisition. Yes.

Is RFQ 36C24E26Q0058 in fact a small business set aside exclusively? This solicitation is being issued as a tiered evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns,

(3) small business concerns with HUBZone small business concerns and 8(a) participants having priority, (4) small business concerns and (5) large business concerns. All suppliers are welcome to respond to the RFQ, however the quotes will be evaluated in the tiered hierarchy listed above.

If an item does not receive a fair and reasonable quote from an SBVOSB , all quotes from VOSB will be considered.

Some OEMs have only one or two authorized distributors for their products. In these cases, would a letter from the OEM’s authorized distributor confirming that ABC INC is authorized to purchase and resell the applicable products be acceptable in lieu of a letter issued directly by the OEM? Only Authorized Distributor Letters (ADL) from the Original Equipment Manufacturer (OEM) on OEM’s letterhead will be accepted.

Before submitting a consolidated list of corrections, can you confirm your preferred format for providing feedback? Would you prefer that suppliers submit corrections in the body of an email, provide a separate spreadsheet identifying the affected line items and proposed corrections, or use another format? Please submit all corrected information in an excel spreadsheet or in body of eMail along with all supporting data. Changes will not be made without supporting documentation from the Original Equipment Manufacturer (OEM).

The statement of work calls for supply to participating prime vendors at an enterprise-wide, nationwide level. ABC INC currently limits its medical-device distribution operations to Texas.

For a particular item we quote, may we limit fulfillment to prime-vendor destinations serving Texas VA facilities, or must we be prepared to supply that item to all participating prime vendors nationwide? Yes, you must be able to supply all prime vendors nationwide.

If nationwide supply is required, would you please clarify whether shipments are generally made to prime-vendor distribution centers, directly to VA facilities when authorized, or both?

Nationwide direct-to-facility and prime-vendor shipping is required.

We would also appreciate guidance on where to find the destinations applicable to a quoted item.

All items need to be available nationwide.

Does the current item list include any skin substitutes, amniotic or placental membrane, collagen, or wound matrix products? No

If our products aren't on this list, is there a process for requesting they be considered in a future MSPV open-market window? Is there a point of contact you'd recommend? Submit the embedded form to vha19plologmspocom@va.gov along with product literature (Provide link directly to product not just company website or PDF).

Is there a deadline for submitting questions on this solicitation that we should be aware of?

Deadline for question was September 30, 2026.

The solicitation requires offerors to provide documentation demonstrating Electronic Data Interchange (EDI) capability. If an SDVOSB offeror does not currently possess EDI capability or supporting EDI documentation at the time of quote submission, is there any exception, waiver, or alternative method for satisfying this requirement under this solicitation? EDI compliance is mandatory for MSPV participation. There are no exceptions, waivers, or alternative methods for satisfying this requirement.

If an offeror does not currently possess EDI capability, may the offeror satisfy the EDI requirement through a subcontractor, teaming partner, or third-party service provider that has the required EDI capability? Yes, third party service providers are acceptable. If permitted, what documentation should be submitted with the quotation to demonstrate compliance with this requirement? Any documentation from the third-party service showing an agreement between the parties and it outlines the service providers’ capabilities to include emails.

We are an SBA-certified SDVOSB interested in quoting these exact products, but we are encountering difficulty obtaining the OEM-signed Authorized Distributor Letters required by the solicitation. Cardinal Health’s Products & Solutions team informed us that it is not accepting additional federal reseller partners at this time and has selected three businesses to represent its products by category. ADL’s are created and signed by the OEM. If the affected items are manufactured by Cardinal Health (Prime vendor) then they (Cardinal) determine the authorized distributors. The SOW does require all MSPV participants to establish EDI compliance with all prime vendors.

Could you confirm whether Uline is the entity expected to sign the OEM letter for part number S18966, and whether an OEM-signed letter naming ABC INC and an authorized wholesaler under Attachment B.1 would satisfy the solicitation if that supply arrangement is available? Uline is the OEM and the only entity authorized to grant ADLs. Only ADLs from the Original Equipment Manufacturer (OEM) on OEM’s letterhead will be accepted.

Section III.C.3 states that the contractor shall notify the Government within “XX days” if an item moves manufacturing to a non-compliant country. Please replace the placeholder and identify the required notification period for Trade Agreements Act country-of-origin changes. 30 days.

Section III.A.1 references “Appendix C: Veterans Integrated Services Networks (VISNs),” but the RFQ table of contents and VISN listing identify that material as Appendix B. Please confirm Appendix B is the controlling reference and correct Section III.A.1. Appendix B is the controlling reference.

Section I.A.2 directs offerors to Section III.A.4 for Authorized Distributor Letter requirements, while the detailed ADL requirements appear in Section III.A.5. Please confirm Section III.A.5 is the controlling provision and correct the cross-reference. Section III.A.5 is the controlling reference.

The Combined Synopsis/Solicitation Notice describes four evaluation tiers, while RFQ Section E.3 identifies five tiers. Please confirm that the five-tier structure in Section E.3 controls and align the notice and RFQ language. This solicitation is being issued as a tiered evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority, (4) small business concerns and (5) large business concerns.

The solicitation materials use “CST,” “CDT,” and “Central Time, Chicago” for the September 30, 2026, comment deadline and October 15, 2026, quotation deadline. Please confirm the controlling deadlines and time-zone convention. Central Standard Time which is abbreviated CST and covers the Chicago area. All abbreviations are acceptable.

Please clarify what documentation the Government will accept as proof of Electronic Data Interchange capability at the time of quotation submission. Any documentation from the third-party service showing an agreement between the parties and it outlines the service providers’ capabilities to include emails. If EDI compliance is being handled internally, documentation from your EDI manager outlining your EDI capabilities and confirmation that EDI has been coordinated with all prime vendors.

Section II.D.1 requires use of “current X12 (EDI) formats” but does not identify the applicable X12 version/release or transaction-specific implementation convention. Please identify the required X12 version/release, or confirm that implementation guides, companion guides, required segment usage, code values, and related mapping requirements will be established by each MSPV Prime Vendor during onboarding. The Authorized Supplier must ensure that data transmission method and format to PVs are through any system that conforms to the current X12 (EDI) formats established by the Accredited Standards Center (ASC) and chartered by the American National Standards Institute (ANSI). The X12 EDI website http://www.x12.org includes additional information on EDI formats.

Please identify the applicable EDI transport requirements, trading-partner identifiers, endpoints, security, or certificate requirements, and required testing or certification. If these requirements vary by MSPV Prime Vendor, please confirm that they will be established individually through the applicable commercial agreement and EDI onboarding process. The Contractor shall report date EDI compliance is established between each prime vendor. The date shall be within 60 days of award. If prime vendor is backlogged for establishing EDI the contractor shall notify the VA and provide monthly updates until compliant. Any requirements for EDI must be clarified by each prime vendor.

Please confirm that the proposal-time proof-of-EDI requirement demonstrates the Offeror’s technical EDI capability and does not require established production connectivity with every MSPV Prime Vendor when the quotation is submitted. Proof-of-ability to fulfill the EDI requirement is required on submission date. The Contractor shall report date EDI compliance is established between each prime vendor. The date shall be within 60 days of award.
