B.4 STATEMENT OF WORK

Research Vivarium Bedding Material Dispenser

Funded through Richmond VA Research Service

1.1 Purpose

The Richmond VA Medical Center Research Service is in need of a vivarium bedding material dispenser. The purchase of a vivarium bedding material dispenser is essential to improving staff safety and operational efficiency in the Richmond VA research vivarium. Without this equipment, staff are at increased risk of repetitive strain injuries and allergen exposure from manual bedding handling. Inefficient bedding processes can slow down cage turnover, leading to research delays and reduced vivarium productivity. This contract supports compliance with statutory and regulatory requirements including the Animal Welfare Act (AWA), Public Health

Service (PHS) Policy on Humane Care and Use of Laboratory Animals, AAALAC International accreditation standards and OSHA labor standards, all of which mandate appropriate housing and care of research animals to protect their welfare and ensure research integrity. Specialized equipment such as the bedding dispenser is critical to meeting these guidelines by standardizing animal cage maintenance and minimizing risks to staff, which cannot be effectively done with manual labor alone.

1.2 Scope of Work

A. Specifications

The Contractor shall have specialized industry experience with manufacturing units for research vivarium facilities. The Contractor shall provide a vivarium bedding material dispenser that meets the following minimum technical requirements:

• Be able to easily switch between filling one or two cages at a time, and between mouse and rat cages

• Fill rate of 15-20 mouse cages per minute,

• Fill rate of 12-15 rat cages per minute

• Have motion sensor directed work area airflow with average inflow velocity of 60-80 ft/min, prefilter with mesh cover, and 99.99% efficient H13 HEPA filter

• Hold 50 pounds in upper reservoir and 25 pounds in lower reservoir at one time

• Work with multiple types of bedding (e.g. corn cob and envirodry) and have an agitator and spiral motor to prevent jamming

• Work with our existing mouse (15.4”x7.9”), and rat (15.6”x13.6” and 18.2”x15.9”) cages

• Must fit within a space with floor footprint of 31”W x 35”D

• Must use standard outlet 9’ from area of operation

• Must be on wheels and movable by one technician (weigh less than 500 lbs. empty)

• Work height between 33 and 34” for filling bottom reservoir and filling cages

• Reservoir below the work surface to catch any spillage, and to refill the bedding when the upper reservoir gets low.

• 18ga stainless steel construction

• Powder coated exterior for ease of cleaning

• Acrylic side shields to decrease mess from flying debris

• Be a stand-alone unit: not connected to a tunnel washer or ducted bedding supply

• Have a color touchscreen user interface that can show reservoir bedding levels, blower status, type of caging selected and volume to be dispensed

• Working noise levels in compliance with OSHA’s 29 CFR 1910.95 (below 85 dBA)

B. Delivery

Due to current access restrictions, delivery shall not take place until the vendor coordinates with the designated POC and Contracting Officer Representative (COR). Prior to shipment, the vendor must ensure Richmond VA Medical Center is open and accepting deliveries. If the restrictions of access to the Richmond VA Medical Center impacts delivery schedule, a modification may be executed by the CO to establish an extended delivery timeframe.

C. Warranty

The warranty shall cover all parts, labor, travel, and will be free from defects in material and workmanship for a period of 12 months from the date of acceptance by the Richmond VA

Medical Center.
