Performance Work Statement LWW Total Access Collection and BMJ Subscriptions
1. Introduction:
The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an existing commercial off the shelf web-based product named Lippincott Williams and Wilkins (LWW) Total Access Collection and British Medical Journal Titles Subscription that will be made available throughout the VA healthcare system.
For the purpose of this solicitation, the product includes online full text journals of the LWW Total Access Collection Subscription; no substitution of journal titles is acceptable.
Continued year to year subscription of these titles will allow for consistent access to the medical literature needed by clinicians to stay educated and informed in conducting patient care.
The desired goals of the nationwide provision of a commercial LWW Total Access Collection Subscription are as follows:
• Providing access nationwide to standard knowledge based clinical information resources will build on the enterprise wide availability of knowledge-based resources available in the VHA National Core Collection of Online Resources.
• Negotiating one license/contract to decrease the current contracting and reviewing efforts that are required at the facility and/or VISN level and thereby avoid the costs and workload associated with multiple procurements.
2. Performance Period: One base period (9/23/2022 – 6/22/2023) plus four twelve (12) months option periods.
3. Type of Contract: Firm Fixed Price.
4. Product Description:
The web-based version of the LWW Total Access Collection Subscription and British Medical Journal titles providing the following:
· Unlimited enterprise-wide access with no geographic or concurrent user limitations
· Content in both HTML and PDF formats
· Access to online-only supplements and images
· Detailed usage reports
· Acceptance of the 508 requirements in section 5 of this PWS

5. Access, Content, Support
Product is 508 compliant. (http://www.section508.gov/)
Section 508 Program Need Requirements for accessibility based on Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) are determined to be relevant for the following program need: "eBooks."
Section 508 Deliverable Requirements Technical standards from 36 CFR part 1194 Subpart B have been determined to apply to this acquisition. Solicitation respondents must describe how their proposed Electronic and Information Technology (EIT) deliverables meet at least those technical provisions identified as applicable in the attached Government Product/Service Accessibility Template (GPAT).
Functional performance criteria from 36 CFR part 1194 Subpart C have been determined to apply to this acquisition. Solicitation respondents must describe how their proposed Electronic and Information Technology (EIT) deliverables meet at least those functional performance criteria identified as applicable in the attached Government Product/Service Accessibility Template (GPAT).
Information, documentation, and support requirements from 36 CFR part 1194 Subpart D have been determined to apply to this acquisition. Solicitation respondents must describe how the information, documentation, and support proposed for Electronic and Information Technology (EIT) deliverables meet at least those information, documentation, and support requirements identified as applicable in the attached Government Product/Service Accessibility Template (GPAT).
Section 508 Evaluation Factors Responses to this solicitation will only be considered for award after it has been determined that the proposal adequately addresses the requirements for Section 508. Only proposals which contain adequate information to document their responsiveness to the Section 508 requirements (e.g. a completed GPAT, VPAT or equivalent and supporting documentation) will be eligible for any additional merit consideration.
Section 508 Acceptance Criteria eBooks delivered as a result of this solicitation will be accepted based in part on satisfaction of identified Section 508 requirements for accessibility. eBooks delivered must include a completed GPAT, a sample of which is included as a part of this solicitation.
If product is not 508 compliant, vendor must describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. OR
If product is not 508 compliant, then the vendor must describe why no work is being done to make it 508 compliant.
