About this file

This is a Request for Quote (RFQ) for mailers at the Shawnee (Leavenworth) CMOP (Central Mail Out Pharmacy) facility, issued by the Department of Veterans Affairs Veterans Health Administration. The solicitation (RFQ #36C77026Q0050) is an SDVOSB (Service-Disabled Veteran-Owned Small Business) set-aside opportunity for two specific mailer types: a Sprint Side Pouch (13x11.5, 2.5 MIL) and an AutoBag 550 Mailer (12x14, 2.5 MIL). The procurement requires 1,350 cases of the Sprint mailer and 1,224 cases of the AutoBag mailer, with delivery to be split into two equal shipments two weeks apart.

Key submission details include a closing date of 12/22/25 at 3:00 PM Central Time, with required documentation including a completed SF1449 solicitation cover page, quote spreadsheet, OEM authorized dealer documentation, and a Buy American Act certificate. The solicitation emphasizes strict requirements around gray market prevention, mandating that vendors be authorized OEM dealers or distributors and providing only new, manufacturer-authorized supplies. Quotes should be emailed to Kelley.Cunningham@va.gov, with vendors required to complete all orange-highlighted areas on the provided pricing schedule.

Gray Market Prevention: Deviation to policy allows non-manufacturing vendors selling supplies to satisfy the Gray Market Prevention language by providing letters of authorization from a manufacturer's authorized wholesaler/reseller via an authorization letter directly from the manufacturer.

(a). Gray market items are Original Equipment Manufacturer's (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM supplies, equipment, and/or services contracts for maintenance of equipment (i.e. replacement parts) for VA Medical Centers. No remanufactured or gray market items will be accepted.

(b). Vendor shall be an OEM authorized dealer or authorized distributor for the proposed supplies, equipment, and/or services contracts for maintenance of equipment (i.e. replacement parts). Verified by an authorization letter or other documentation from the OEM, such that the OEM's warranty and services are provided and maintained by the OEM. All software licensing, warranty and services associated with the supplies, equipment, and/or services contract for maintenance of equipment shall be in accordance with the OEM terms and conditions.

(c). The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right to enforce any of its contractual remedies. this includes termination of the contract or, solely at the VA's election, allowing the vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
