Subject: SPECIAL NOTICE 36C24922Q0307
Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. On or about May 31st, 2022, an award is anticipated to occur to Medical Electronic Systems. The period of performance will be for ninety calendar days after the issuance of the notice to proceed.
This requirement includes the purchase of an Automated Semen Quality Analyzer that meets the needs of patients seen at the Tennessee Valley Healthcare System Medical Center Nashville. This testing is currently being sent out to a vendor for testing. The Automated Semen Quality Analyzer offers a solution to subjective semen analysis, prolonged testing times, and complex quality control requirements. An automated system's results are objective and standardized (between operators and between labs). In addition, human resource dependency in the laboratory is reduced, and daily workflow can be streamlined to accommodate a 75-second test. Testing should show results in sperm concentration, % motility, % progressive motility, % non-progressive motility, % rapid/slow progressive, immotility, % normal morphology, motile sperm concentration, functional sperm, and velocity have specific properties to fit or adjust to the different needs of patients with physical conditions that make sitting in regular recliners or wheelchairs painful or difficult. The Automated Semen Quality Analyzer will provide much-needed time-saving testing within the Tennessee Valley Healthcare System Medical Center Nashville that will aid in the health of veteran patients that reside within and close to the Tennessee Valley Healthcare System Medical Center Nashville. The contractor will be responsible for the delivery of the Automated Semen Quality Analyzer to the Tennessee Valley Healthcare System Medical Center Nashville in a timely manner.
NCO 9 intends to non-competitively award this requirement to Medical Electronic Systems since the Automated Semen Quality Analyzer brand is the sole producer and source for the Sperm Quality Analyzer. There are no similar systems offered for sale in the market to be utilized at local VA facilities. As a result, any contractor other than Medical Electronic Systems that would provide the Automated Semen Quality Analyzer to the facility would unintentionally cause a delay in patient care. Unnecessary delays cannot be endured.
The North American Industry Classification System (NAICS) code for this requirement is 334516, with a size standard of 1000. The applicable Product Service Code is 6640. This notice of intent is not a request for proposals or quotes.
However, all responsible service-disabled veteran-owned small businesses and veteran-owned small businesses may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that a similar digital scanning device is available that will provide comparable scanning abilities for the facility. If said OFFER and technical capabilities/narrative is received within three calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
