About this file

This document is a Limitations on Subcontracting Certificate that must be completed and submitted as part of an offer or proposal for a federal contract. The certificate outlines the limitations on the amount of subcontracting allowed for services, general construction, and special trade construction contracts. Specifically, the contractor cannot pay more than 50% of the contract value to firms that are not Veteran-Owned Small Businesses (VOSBs) or Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) for service contracts, 85% for general construction contracts, and 75% for special trade construction contracts. The offeror must certify that they will comply with these limitations if awarded the contract. The document also states that the offeror may be required to provide documentation to demonstrate compliance during contract performance.

The related federal contract opportunity is a solicitation from the Department of Veterans Affairs (VA) for the replacement of pumps and condensate pumps motors at the East Orange VA facility. This is a set-aside for VOSB and SDVOSB firms.
