DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:__ 36C257-21-AP-1319____________________

JOFOC ID: 2021-02-10T11:47:10

1. Contracting Activity: Department of Veterans Affairs, VISN 17, Central Texas Veterans HealthCare

System (674), Olin E. Teague VA Medical Center 1901 Veterans Memorial Dr. Temple, TX 76504

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

New Case TV450B Skid Steer to be used for the Grounds Section personnel to perform maintenance at the medical facility.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The inventoried skid steer attachments throughout the Olin E. Teague Veterans Center are manufactured by Case. The Case Skid steer attachments require a Case skid steer to be utilized as designed. There is no other equipment that is available that will allow the currently owned Case equipment to function as necessary. The Case Skid Steer is being requested because of the attachments that are already owned by this facility. The facility has the following Case attachments that will only fit Case skid steers: Augers, Backhoes, Box Scrapers, Buckets and Brooms.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was performed. The results indicated that no other brand will operate the equipment currently in place and using any other brand would render the existing equipment as non-functional, requiring significant additional capital investment by the VA as well as impact maintenance at the current facilities. Other brands will advertise compatibility, but there are always problems maximizing their capabilities when mixing brands. Returning equipment that is wrong for whatever reasons is almost impossible and causes delays and more funding trying to acquisition replacements or rentals at this hospital.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
