Special Notice
NOTICE OF INTENT TO SOLE SOURCE
Hologic Panther Reagents CLE
The Department of Veterans Affairs Cleveland Veterans Affairs Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 513210 with a small business size standard of $41.5. The VA intends to solicit and negotiate with Hologic, 6100 Technology Center, Indianapolis, In 46278, for a Hologic Panther Reagets.
The Louis Stokes Cleveland Department of Veterans Affairs Healthcare System is requesting VISN 10 Contracting Activity to enter into sole source procurement with Hologic for Panther Reagents. The Hologic Panther reagents and consumables are specialized in-vitro diagnostic products used to perform high-accuracy women’s health testing, including chlamydia, gonorrhea, trichomonas, bacterial vaginosis, and yeast testing. These items are required to support the existing Hologic Panther instrumentation currently in use at the Cleveland VA Medical Center (CLE VAMC). The reagents must be fully compatible with the Panther system to ensure reliable test performance, proper calibration, and compliance with manufacturer-validated assay procedures. All Panther reagents are proprietary to Hologic and must be sourced directly from Hologic or its authorized channels to maintain quality, warranty integrity, and manufacturer support. Because no third-party or generic alternatives exist, and only Hologic products are validated for use with the Panther platform, this procurement is restricted to reagents manufactured exclusively by Hologic.
Other persons may identify their interest and capability to respond to this requirement by Wednesday, December 10, 2025, at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
