Special Notice
NOTICE OF INTENT TO SOLE SOURCE
ROSA RECON PLATFORM
The Department of Veterans Affairs Dayton Veterans Affairs Medical Center (DAY VAMC), 4100 West Third Street, Dayton, OH 45428 intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 334510 with a small business size standard of 1,250 employees. The VA intends to solicit and negotiate with Red One Medical Devices LLC, 532 Stephenson Ave STE 101 Savannah, GA 31405-5487 for the ROSA Recon Platform and associated ROSA Knee System components.

The Dayton VA Medical Center (DAY VAMC) is requesting VISN 10 Contracting Activity to enter into a sole source procurement with Red One Medical Devices LLC for the ROSA Recon Platform and associated ROSA Knee System components. This request is being entered as a sole source because Red One Medical Devices LLC is identified as the exclusive federal distribution and contracting partner for Zimmer Biomet and the required ROSA Knee System. The required ROSA Recon Platform, robotic unit cover, knee general instrument kits, Persona V1.4 kits, and PSI X-Ray Calibration Object must be compatible with the ROSA Knee System and equipment utilized by the Dayton VA Medical Center Orthopedic Surgery Service. The required components are proprietary to the ROSA Knee System and are necessary to maintain system functionality, manufacturer specifications, and safe clinical operation during total knee replacement procedures.
Other persons may identify their interest and capability to respond to this requirement by Sunday, September 27, 2026, at 8AM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
