NOTICE OF INTENT TO SOLE SOURCE
PICASSO PLUS 2D SPEICMEN
The Department of Veterans Affairs Cleveland Veterans Affairs Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of RFO Part 13.5, Simplified Procedures for Certain Commercial Items, and specifically FAR 13.501(a), as the Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 334517 with a small business size standard of 1,200 employees. The VA intends to solicit and negotiate with Kub Technologies Inc., 111 Research Drive, Stratford, CT 06615 for the acquisition of a Picasso Plus 2D Specimen.
The Department of Veterans Affairs Cleveland VA Medical Center (CLE VAMC) requires the procurement of a Picasso Plus 2D Specimen Radiography System to support Anatomic Pathology operations. The system will be used to perform high-resolution radiographic imaging of biopsy specimens to accurately identify clip placement, markers, and calcifications, ensuring proper tissue selection for diagnostic testing.
Currently, Anatomic Pathology relies on Radiology Service equipment to perform specimen imaging, which can take up to two hours and negatively impacts patient care and workflow efficiency. The acquisition of the Picasso Plus system will allow imaging to be performed directly within the pathology gross room, significantly reducing turnaround time, improving workflow efficiency, and eliminating reliance on shared radiology resources.
Other persons may identify their interest and capability to respond to this requirement by Friday, April 29, 2026, at 5:00 PM EST. Such capability information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
