About this file

This special notice is a Department of Veterans Affairs (VA) intent to sole source a mobile MRI lease for the Cleveland Veterans Affairs Medical Center (CLE VAMC). The VA plans to negotiate exclusively with Rayus Radiology for re-leasing a Philips Ingenia Mobile MRI with proprietary "Compress SENSE" software and a 70cm large bore magnet, which enables faster MRI scans without compromising image quality. The current MRI lease is critical due to limited MRI capacity caused by flooding, requiring extended scanning hours including weekends.

The sole source justification stems from the specialized technological features that would take over 18 months to replicate with another vendor, which would be unacceptable for patient care. Interested parties can submit capability information by Tuesday, March 25, 2025, at 5 PM EST to potentially challenge the sole source procurement. The solicitation number is 36C25025Q0377, with a NAICS code of 532490 and a small business size standard of $40 million. All inquiries must be emailed to Rachelle Hamer with a specific subject line format, and the government retains discretion on whether to open the requirement to competition.

Special Notice

NOTICE OF INTENT TO SOLE SOURCE

MRI LEASE

The Department of Veterans Affairs Cleveland Veterans Affairs Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(b) – Items peculiar to one manufacturer. The NAICS code is 532490 with a small business size standard of $40m. The VA intends to solicit and negotiate with Rayus Radiology, 2786 S. Arlington Mill Dr., Arlington, VA 22206 for a mobile MRI lease.

The CLE VAMC is currently leasing a Philips Ingenia Mobile MRI housed in a mobile coach and intends to re-lease it. The limited MRI capacity caused by flooding downtime requires the CLE VAMC to extend its hours on this machine even to scanning on weekends to try and keep up with demand. The compressed sense software capabilities allow for the CLE VAMC to do shorter studies with preserved signal to noise. The Compress SENSE” is a proprietary, special algorithm, imaging technique, along with a proprietary 70cm large bore magnet that allows this specific Philips Ingenia to do an MRI scan in half the time as a normal MRI scanner, but maintains the same level of image quality, which is important to how busy the CLE VAMC is currently. To replace this magnet, we would need whatever manufacturer to build a new magnet with latest generation reconstruction (e.g., Philips “compressed sense”, or GE’s Air Recon DL, or Siemens “Deep Resolve” reconstruction optimization). A magnet with these features would require a new build, not an old magnet repurposed for mobile use. A new build in today’s supply chain environment would take over 18 months. This would be an unacceptable delay and cost to the Government.

Even if another vendor could manufacture a comparable MRI system, the required development, regulatory approvals, and installation would result in significant delays, estimated at 18 months or more, which would be unacceptable for patient care at CLE VAMC.

Other persons may identify their interest and capability to respond to this requirement by Tuesday, March 25, 2025, at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. No solicitation is available at this time. All inquiries must be submitted by email to Rachelle Hamer at rachelle.hamer@va.gov.
