***INTENT TO SOLE SOURCE NOTICE-***
Estimated Date of Award: Nov 30, 2024
Synopsis:
The Department of Veterans Affairs, Tuscaloosa, Alabama on behalf of the Tuscaloosa VA Medical
Center located at 3701 Loop Rd, Tuscaloosa, AL 35404 intends to award a sole source procurement for the Chiller Maintenance as well as well as updates, maintenance services and/or installation.
Item Description: CLIN 0001: The Contractor shall provide all supervision, labor, equipment and materials needed to develop and implement a preventive maintenance (PM) program and make all corrective maintenance repairs (to include routine and emergency maintenance and repairs) to the Chiller Plant equipment listed in this statement of work and ensure the equipment remains in an operational condition at the Ralph H. Johnson VA Medical Center
VAMC.
The contract is for a base plus four (4) option year periods. The manufacturer is Johnson Controls Inc, and Johnson Controls Inc is the only authorized distributor/repair technicians for this requirement and system without voiding the warranty. The applicable NAICS code for this procurement is 561210 – Facilities Support, with a business size standard of $41.5 million.
Furthermore, the Contracting Officer has determined that no opportunities exist for competition for either Service-Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses
(VOSB). The Contracting Officer has determined that Johnson Controls Inc, is a large business.
Therefore, the Government intends to solicit and negotiate with only one source under the Authority of
FAR 13.106-1 which states that Contracting Officers may solicit from one source if the Contracting
Officer determines that the circumstances of the contract action deem only one source reasonably available. This is because market research efforts found that Johnson Control Inc has deemed Johnson
Control Inc, as the exclusive reseller and/or maintenance technicians for this opportunity.
This notice of intent is not a request for competitive quotes. However, the Government will consider all quotes by November 4, 2024 at 3:00pm EST. You firm MUST provide documentation on letterhead stating that it is authorized equipment and/or authorized to perform maintenance on Johnson Control
Inc equipment. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
