***INTENT TO SOLE SOURCE NOTICE-***

Estimated Date of Award: Nov 1, 2024

Synopsis:

The Department of Veterans Affairs, Decatur, Georgia on behalf of the Atlanta VA Medical Center located at 1670 Clairmont Road, Decatur, GA 30033 intends to award a sole source procurement for the

Access Control Replacement as well as well as updates, maintenance services and installation.

Item Description: CLIN 0001: Removal and Replacement of Existing Access Control. Vendor will provide own tools, materials, labor and supervision. Vendor will provide all service required to include, but not limited to; Three (3) ACU Controllers, Two (2) ACU Controllers, Eight (8) Batteries, Nine (9) Keypad Card Readers, Five (5) Electric Door Latches, All required software and supporting material/services. This is for a One-Time Service.

The contract is for a one-time service. The manufacturer is Pharmacy’s Keyscan Access Control System, and Northwest Electrical Integration Inc is the only authorized distributor for this requirement is of this system. The applicable NAICS code for this procurement is 238210 – Electrical Contractors and Other Wiring Installation Contractors, with a business size standard of $19 million.

Furthermore, the Contracting Officer has determined that no opportunities exist for competition for either Service-Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses

(VOSB). The Contracting Officer has determined that Northwest Electrical Integration Inc, is a small business.

Therefore, the Government intends to solicit and negotiate with only one source under the Authority of

FAR 13.106-1 which states that Contracting Officers may solicit from one source if the Contracting

Officer determines that the circumstances of the contract action deem only one source reasonably available. This is because market research efforts found that Pharmacy’s Keyscan Access Control System has deemed Northwest Electrical Integration Inc, as the exclusive reseller for this opportunity.

This notice of intent is not a request for competitive quotes. However, the Government will consider all quotes by October 24, 2024 at 3:30pm. EST. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the

Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
