***INTENT TO SOLE SOURCE NOTICE-***

Estimated Date of Award: Dec 23, 2024

Synopsis:

The Department of Veterans Affairs, Charleston, South Carolina on behalf of the Ralph H. Johnson VA

Medical Center located at 109 Bee Street, Charleston, SC 29401 intends to award a sole source procurement for the BAS Energy Management as well as well as updates, maintenance services, installation and/or preventive maintenance.

This procurement is for a new Building Automation System (BAS) Maintenance and Support Contract.

The contractor shall provide all resources necessary to provide maintenance, repair, calibration, programming, and support for the Siemens Desigo Building Automation System (BAS) at the Ralph H Johnson Veterans Affairs Medical Center (109 Bee Street, Charleston, SC). This is a full service and maintenance contract for the facility’s Siemens Desigo Building Automation System (BAS). The facility’s BAS system controls all of the Heating, Ventilation, and Air Conditioning (HVAC) equipment throughout the building, as well as the equipment that provides steam, hot water, and chilled water to the building.

The contract is for a base plus four option years. The manufacturer is Siemens, and Control Management Inc is the only authorized distributor/service technician for this requirement is of this system without voiding the warranty. The applicable NAICS code for this procurement is 238210 – Electrical Controls and Other Wiring Installation Contractors (HVAC), with a business size standard of $19 million.

Furthermore, the Contracting Officer has determined that no opportunities exist for competition for either Service-Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses

(VOSB). The Contracting Officer has determined that Control Management Inc, is a large business.

Therefore, the Government intends to solicit and negotiate with only one source under the Authority of

FAR 13.106-1 which states that Contracting Officers may solicit from one source if the Contracting

Officer determines that the circumstances of the contract action deem only one source reasonably available. This is because market research efforts found that Siemens has deemed Control Management

Inc, as the exclusive reseller and/or maintenance technicians for this opportunity.

This notice of intent is not a request for competitive quotes. However, the Government will consider all quotes by December 17, 2024 at 1:00pm EST. Your firm must provide documentation on letterhead stating that it is authorized to provide equipment/perform maintenance on Siemens Equipment. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
