About this file
This is a Construction Scope of Work for a federal construction project. The U.S. Department of Veterans Affairs seeks to install a sediment filter system at the Iowa City VA Medical Center (Project No. 636A8-26-001) located at 601 Highway 6 West, Iowa City, Iowa 52246. The project involves installing piping, valves, hardware, and related components in the sub-basement of Building 1 to direct water from the Iowa City domestic cold-water supply through a VA-provided LiquiTech brand sediment filtration system (Model LFSKID-4XLP-2) into the facility distribution network. The contractor is responsible for providing all equipment, labor, materials, personnel protective equipment, and tools to complete the installation in accordance with final contract drawings and specifications.
Key deliverables include: installation of a bypass system to allow filter maintenance without interrupting water supply; connection of the domestic cold-water supply to the filter system inlet; connection of the filter outlet to facility distribution; connection of a flush line to a drain buffer tank (provided by VA); connection of a flush manifold drain to a floor drain; and system installation with minimal water supply disruption. The contractor must perform pneumatic pressure testing per the International Plumbers Code, manage temporary construction items including infection control barriers and dust control, test for lead paint prior to any demolition, coordinate all water shutdowns with the Contracting Officer's Representative, and apply proper pipe insulation with flow direction markings. All contractor and subcontractor personnel must obtain PIV badges through background screening coordinated with the COR and VA Police (15-30 calendar days post-award); background investigation costs are borne by the contractor. Construction work shall occur primarily during normal business hours (8:00 AM–4:30 PM, Monday–Friday), with utility shutdowns and disruptive work scheduled outside normal hours. The tentative period of performance is 60 calendar days from Notice-to-Proceed, with a pre-construction conference occurring 7 days after contract award and NTP issued 8 days after award.

CONSTRUCTION SCOPE OF WORK
Project No. 636A8-26-001 Install Sediment Filter System Iowa City VA Medical Center
1. PROJECT OVERVIEW
This construction project will install the piping, valves, hardware, etc. in the sub-basement of Building 1 of the Iowa City VA Healthcare System to direct water from the Iowa City domestic cold-water supply through a sediment filter system and into the facility distribution. A sediment filter system will be provided by the Government and installed by the contractor.
Bypasses shall be installed by the contractor so maintenance can be performed on the sediment filter system without disrupting the domestic cold-water supply to the facility. A Flush Line into a drain buffer tank and Flush Manifold Drain into a floor drain shall be provided and installed by the contractor on the filter system itself The contractor shall use pneumatic pressure testing via the International Plumbers Code (IPC). All shutdowns for water tie-ins shall be coordinated with the Contracting Official’s Representative (COR). The contractor is required to apply proper insulation with markings depicting the direction of flow of the piping.
2. SCOPE OF CONTRACT
All contractor and sub-contractor personnel are required to wear PIV badges during the entire time they are on the Iowa City VA Health Care System campus. Contractor personnel will coordinate with the Contracting Officer’s Representative (COR) and VA Police to obtain appropriate background screening and badging. After award, the contractor will immediately begin to coordinate with the Contracting Officer’s Representative (COR) for these requirements, this process takes 15-30 calendar days. As per VA Directive 0710, costs of background investigations will be borne by the Contractor.
The contractor shall provide all equipment, labor, materials, personnel protective equipment (PPE), and tools to complete Install Sediment Filter System construction project in accordance with the final contract drawings and specifications at the Iowa City VA Health Care System (located at 601 Highway 6 West, Iowa City, IA, 52246).The contractor shall be responsible for temporary construction items, such as Infection Control Risk Assessment (ICRA) construction barriers, dust-control mats, HEPA vacuums, signage, etc. The contractor shall obtain final approval from project Contract Officer Representative prior to installation of temporary construction barriers. ICRA/PCRA, company doing work, and contact info for emergencies are to be posted on all active construction sites. Where egress is compromised, appropriate signage to direct traffic must be put up.
The contractor shall be responsible for demolition of brick wall only as required to route new piping through. Contractor shall test for the presence of lead paint prior to demolition; if lead paint is present, contractor shall follow procedures for safe disposal of lead paint. Building penetrations shall be performed with proper equipment and methodology to ensure debris, noise, and vibration are minimized to acceptable levels, and finished work is clean of debris and uniform. All attempts shall be made to preserve the existing condition of building superstructure. The contractor shall prevent dust and debris disturbing hospital operations, maintain site cleanliness through daily pickup after construction leaving no waste, and noise control measures throughout periods of demolition and new construction. Special care must be taken to prevent dust and other debris from entering adjacent rooms for duration of project.
All work is to be performed in strict accordance with industry requirements and recommended standards. The construction project includes, but is not limited to, the following general deliverables:
1. Installation of a bypass to allow maintenance to be performed on the Sediment Filter System while still supplying domestic cold-water.
i. This construction project will install a VA-provided LiquiTech brand (Model LFSKID- 4XLP-2) sediment filtration system in the sub-basement of Building 1. Installation will be in accordance with the contract’s specifications, drawings and the Statement of Work (SOW).
ii.
2. Connection from Iowa City domestic cold-water supply to Sediment Filter System inlet
(before bypass – Item 1)
3. Connection from Sediment Filter System outlet to facility distribution (after bypass – Item 1)
4. Connection of a Flush Line from the Sediment Filter System to a Drain Buffer Tank (tank is provided by VA)
5. Connection of a Flush Manifold Drain from the Sediment Filter System to a floor drain
6. Install system with minimal disruption of domestic cold-water supply to the facility
Construction work shall be performed primarily during normal business hours (8:00am-4:30pm;
Monday-Friday). shutdowns of utilities, must be performed on weekends or after hours. Proper notice must be given per the specifications. Assume any work that creates high noise/vibration levels, such as penetration into concrete structures, or work that is disruptive to hospital operations will take place before or after normal business hours. All work requiring shutdown of existing facilities (e.g., piping and plumbing systems, fire suppression systems, etc.) must be coordinated with and approved by the project COR. Contractor is to provide Submittal Exchange (or other information system) to share documents and files to the Contracting Officer Representative.
