About this file
This is a GSA Schedule contract document supporting a Department of Veterans Affairs sole source procurement for video cart equipment. The document establishes the contractual framework under GSA Schedule 84 (Information Technology) for the Veterans Health Administration Veterans Integrated Service Network 10 (VISN 10) to acquire video cart technology through an existing GSA Schedule vehicle rather than conducting full and open competition. The sole source justification indicates that the specific video cart solution being procured has been determined to meet unique operational requirements within the VA healthcare system, and the use of the GSA Schedule contract vehicle streamlines the procurement process while maintaining compliance with federal acquisition regulations. The document functions as the contractual terms and conditions that will govern the video cart acquisition, with pricing, delivery terms, and service level requirements established through the GSA Schedule contract mechanism. This approach allows VISN 10 to leverage pre-negotiated GSA Schedule rates and terms while satisfying the procedural requirements for sole source justification and competition documentation as mandated by federal contracting regulations.

SPECIAL NOTICE
NOTICE OF INTENT TO SOLE SOURCE
VIDEO CART
The Department of Veterans Affairs, The Louis Stokes Cleveland VA Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106, intends to solicit and negotiate with brand name only under the authority of Revolutionary FAR Overhaul (RFO) FAR 8.401(b) and the applicable GSAR Federal Supply Schedule ordering procedures in GSAR Subpart 538.71. The NAICS code is 339112 with a small business size standard of 1,000. The VA intends to solicit and negotiate for the KARL STORZ IMAGE1 S Video Cart System. KARL STORZ Endoscopy-America, Inc. is the Original Equipment Manufacturer (OEM) under FSS Contract No. 36F79723D0185. L1 Enterprises, Inc. is an authorized Service-Disabled Veteran-Owned Small Business (SDVOSB) distributor of KARL STORZ equipment under FSS Contract No. 36F79719D0097. The VA intends to solicit and negotiate with KARL STORZ Endoscopy-America, Inc., the OEM, or L1 Enterprises, Inc., an authorized KARL STORZ distributor, for a KARL STORZ IMAGE1 S Video Cart System.
The CLE VAMC requires a KARL STORZ IMAGE1 S Video Cart System to support advanced ENT visualization and surgical procedures at the Outpatient Surgery Center, including Functional Endoscopic Sinus Surgery (FESS) and laryngology. The requested system includes a video cart, monitor stand, two 32-inch 4K/3D monitors, IMAGE1 S CONNECT II with 4U-LINK and X-LINK, RUBINA light source, insufflator, IMAGE1 S 4U RUBINA camera system, light cable, high-definition camera tray, medical-grade printer, and transmitter/receiver kit. The KARL STORZ system is a modular, high-definition platform that provides 4K and 3D imaging capabilities.
The requested KARL STORZ equipment is compatible and interchangeable with the existing KARL STORZ equipment configuration at CLE VAMC. Procuring equipment from another manufacturer would require replacement or modification of existing KARL STORZ components and accessories and would result in additional integration effort, training requirements, and potential disruption to clinical operations. The equipment is needed to extend ENT procedures to the Outpatient Surgery Center, accommodate increased patient volume, improve patient throughput, and provide equipment that may be used by multiple service lines.
