About this file

This is a Notice of Intent to Sole Source issued by the Department of Veterans Affairs, Louis Stokes Cleveland Department of Veterans Affairs Medical Center (CLE VAMC), for sleep studies equipment and services. The VA intends to negotiate exclusively with Itamar Medical, Inc. (NAC Contract #36F79723D0108) for WatchPAT devices and related services to support home sleep apnea testing (HSAT) operations. The requirement covers a base year plus four option years and includes WatchPAT devices, multi-night testing capabilities, probes, sensors, consumables, direct-to-patient shipping, return logistics, and comprehensive help desk support. The vendor will provide real-time patient troubleshooting assistance with device placement, activation, Bluetooth connectivity, and technical issue resolution throughout the study period. The justification for sole sourcing cites the system's exclusive clinical and technical compatibility with the VA's existing WatchPAT server platform infrastructure, eliminating the need for duplicative systems or incompatible alternative platforms.

Other interested parties may submit capability statements by Wednesday, February 11, 2026, at 5:00 PM EST to demonstrate their ability to meet the stated requirements. Required submission information includes company contact details, business size verification (NAICS code 334510 with 1,250-employee size standard), socio-economic classification, relevant contract numbers, capability statements, SAM UEI number, delivery timeline in days after receipt of order, country of product origin, and clarification of whether the company is the original equipment manufacturer or an authorized distributor. Inquiries and capability submissions must be directed via email to Rachelle Hamer at rachelle.hamer@va.gov with "RFQ 36C25026Q0154 | Sleep Studies Cle" in the subject line. All submitted information will be used solely to determine whether to conduct the procurement on a competitive basis, and the Government retains sole discretion regarding whether to open the requirement to competition.
