For the purposes of the award of this Contract, The Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract at the time the option is exercised. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.

5. DEFINITIONS:
Preventive Maintenance: Work that is performed regularly (on a scheduled basis) in order to minimize the chance that a certain piece of equipment will fail. Preventive maintenance is performed while the equipment is still in working condition. Preventive maintenance refers to regular, routine maintenance to help keep equipment up and running, preventing any unplanned downtime and expensive costs from unanticipated equipment failure. It requires careful planning and scheduling of maintenance on equipment before there is an actual problem as well as keeping accurate records of past inspections and servicing reports. Preventive maintenance involves the systematic inspection of equipment where potential problems are detected and corrected in order to prevent equipment failure before it happens. In practice, a preventive maintenance schedule may include (but is not limited to) cleaning, lubrication, oil changes, adjustments, inspections, replacing parts and/or other manufacturer recommended actions that are regularly scheduled and anticipated based on the age, lifespan, and/or usage of the equipment. The exact preventive maintenance required will vary based on the operation and type of equipment in accordance with the equipment’s projected lifespan to include manufacturer guidelines.
Unscheduled Maintenance: Maintenance, repair task, or other corrective practice performed to rectify a weakness, deficiency, expected problem, or fault so that the equipment, machine, or system can be in a full operational condition within the tolerances or limits established for in-service operations. As the name implies, unscheduled maintenance is not routinely or regularly scheduled but is initiated once it is identified that such maintenance is needed. Needed unscheduled maintenance is usually identified as a result of the execution of a preventive maintenance program (PMP) and/or after conducting scheduled/planned annual, semiannual, quarterly, and/or more frequent preventive maintenance inspections. A gasket, seal, or belt that is becoming worn, a battery that “flunks” a battery test, and/or or engine parts that appear to be in need of lubrication could all be unscheduled maintenance necessities that may be discovered while performing regularly scheduled preventive maintenance. Other unscheduled maintenance tasks may also be identified depending upon what type of equipment, machine, or system is being maintained. Unscheduled maintenance actions would be the rectification of the issue and/or problem that was identified when preventive maintenance was executed.
6. PERIOD OF PERFORMANCE: The expected period of performance is a base year (of twelve months) and four option years (each twelve months in length) which may or may not be exercised based on the needs of (and at the discretion of) the U.S. government.
Base Year April 1st, 2023-March 31st, 2024 Option Year 1 April 1st, 2024-March 31st, 2025 Option Year 2 April 1st, 2025-March 31st, 2026 Option Year 3 April 1st, 2026-March 31st, 2027 Option Year 4 April 1st, 2027-March 31st, 2028
7. WORK HOURS AND SCHEDULE: All work, execution of services, and completion of deliverables/tasks must be accomplished during normal business hours, 8:00 a.m. through 4:30 p.m. Monday through Friday, Federal Holidays excluded. Any work, services, and/or other tasks performed during other than normal business hours must be approved in advance by the Contracting Officer Representative (COR), Contracting Officer, and/or other authorized facility designee/representative before such work begins. ANNUAL PREVENTIVE MAINTENANCE INSPECTION (PMI):
During each annual performance period while the contract is active an annual preventive maintenance inspection will be conducted. This inspection must be scheduled and be approved at least two weeks in advance by the contractor and the government before this inspection is conducted. The annual preventive maintenance inspection that is to be conducted in the base year will be determined immediately following or shortly after contract award. For option years (if renewed) subsequent annual inspections will be scheduled following the start date of the option period.
DELIVERABLE #3
UNSCHEDULED MAINTENANCE AND REPAIR:
Unscheduled maintenance may be required in between normal, scheduled preventive maintenance operations if identified. Under normal conditions, unscheduled maintenance consists of calibration, cleaning, oiling, adjusting, repairing, and replacing parts that have exceeded their life expectancy or operational feasibility which were expected to require replacement at a future time. However, in some cases unscheduled maintenance may be needed for the purposes of restoring the equipment to operational and functional status as a result of unexpected malfunction or ceasing of operation of the equipment. For these critical situations, the Contractor shall be available, reachable, and shall answer such calls 365 days a year, 24 hours a day, 7 days per week. If the issue/problem cannot be resolved telephonically the physical presence by the contractor (on site) may be needed by the government. A fully-qualified/factory-certified service technician must be onsite within 8 hours of acknowledgment of the service call. The contractor shall bring the proper staff, tools, equipment, and parts as appropriate to address the described problem if known. Further investigation will be done when on site. Should parts not be available immediately, the contractor shall notify the facility representative and/or authorized designee and obtain these unavailable parts in the most expeditious manner available. It is noted that parts are included in and covered under the final contract. However, a separate assessment will be made in the event that a major part is required to fix, address, and/or to otherwise mitigate a major repair/deficiency. Such assessment will be made by the government and the contractor in the event such a situation occurs during the active performance periods of the contract. Service calls for unscheduled maintenance must be reviewed and approved by the Contracting Officer, Contracting Officer Representative, and/or Contracting Officer if/when such calls occur and before unscheduled maintenance actions begin.
DELIVERABLE #4

Any parts replaced under this contract shall be new and/or equivalent to OEM specifications (if used/rebuilt). All parts must be warranted against defects in material and workmanship during the term of this contract or 90 days, whichever is longer. All parts supplied shall be compatible with existing equipment. Non-OEM approved parts which likely include parts removed from another system shall not be used unless assurances are given to the government regarding the appropriate functionality of these parts. Parts replaced shall become the sole property of the Government.
DELIVERABLE #5

The Information Security Officer (ISO) and/or other authorized ISO representative shall be notified whenever a hardware or software update is needed on the equipment. Any hardware of software update needed must be approved by the government before being implemented by the contractor to ensure integrity and to mitigate any security concerns or other issues. The ISO (or their authorized representative) must approve and be actively involved in this process if needed. Hardware/software update/upgrade installations are included in this contract and shall be performed at no additional charge to the Government.
DELIVERABLE #6

The Contractor shall immediately, but not later than 24 consecutive hours after discovery, notify the government (in writing), of the existence or the development of any major deficiencies or defects in or repairs required for the equipment which the Contractor considers that they are not responsible for under the terms and conditions of the contract. The contractor shall furnish the government with a written estimate of the cost to make the necessary repairs and/or to take other whatever actions/measures required. A later assessment will be made by the government regarding these deficiencies, defects, repairs, and/or other issues and the contractor shall be notified of the government’s decision regarding what actions or non-actions will be taken. A contract modification will be executed if needed and the contractor shall not be permitted to perform any additional work not covered under this contract unless approved by the Contracting Officer in advance before such work begins.
