Synopsis: The Gulf Coast Veterans Health Care System, Engineering Service, 400 Veterans Avenue, Biloxi, MS 39531 intends to award a sole-source, firm fixed price contract to HMS Incorporated, UEI:
CW7KCZ72CHB3, 11890 Oak Hollow Drive, Vancleave, MS 39565-9291 for the following services:
(Powerex) Medical Air Equipment Replacement Services. The authority for this action is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
The total estimated cost of the proposed contract is $174,800.00. The North American Industry Classification System (NAICS) code is 811210 - Medical and surgical equipment repair and maintenance services with a size standard of $34 million. The expected award date for this contract is on or before November 30th, 2024.
Background: The (Powerex) medical air equipment in the facility directly facilitates patient care operations by providing medical grade respiratory air that is needed during surgical procedures, in an after care environment, and during the completion of other treatment measures being administered to veterans. It is imperative that the current medical air equipment be removed, be replaced, and then be fully reinstalled and reintegrated. This equipment has reached the end of its operating lifecycle in accordance with Original Equipment Manufacturer (OEM) (lifespan) guidelines that relate to safety and recommended use of this equipment. Specifically, this medical air equipment is part of a network consisting of a total of three pumps which disperses medical grade respiratory air to respective locations where patients are being treated. Additional requirements, as mandated by The National Fire Protection Association (NFPA-99, 5.1.3.6.3.10 / 5.1.3.7.6 / 5.1.13) requires that the control panel (in this network) contain back up power and functionality so that no one malfunction, or other event will cause the entire system to fail. The control panel starts and stops different pumps in rotation to equalize run time operating 24 hours a day, 365 days a year. Continual operation of this system is critical in order to maintain a constant, specific level of air pressure for the medical grade air that is needed (while patients are being treated). The importance of this system, as part of the treatment and care for veterans, requires that this system be replaced, be upgraded, and be fully integrated as quickly as possible. Replacement, upgrade, and full integration of this system is mandated by National Fire Protection Association (NFPA) 99, 2024 Edition (which applies to this equipment/system).
Medical gas installation, maintenance, replacement, and repair services represent a unique, niche market. Such services are specialized services that require a distinct level of capability and competency which includes multiple, required certifications, in depth familiarity of National Fire Protection Association (NFPA) guidelines & mandates, and (for this specific acquisition) intrinsic, technical knowledge of (Powerex) Medical Air Equipment Systems which include their installation, operation, and overall functionality. Only a (Powerex) Medical Air Equipment System is feasible for this procurement to ensure capability, consistency, and uniformity with existing equipment. (The Powerex medical air equipment system is already being used in the facility and has already been established as an integral part of the local patient care framework that serves local veterans). An exact offering, (Powerex) Medical Air Equipment System, is required. Or equal, or equivalent, alternate, and/or substitute offerings will not meet the government requirements (and these non-brand name offerings cannot be modified or altered to meet government requirements). The required services and needed efforts can best be executed by HMS Incorporated, a contractor who is already supporting the facility through execution of the same/similar services for (Powerex) Medical Air Equipment Systems. As demonstrated by their work under existing contracts/agreements (for (Powerex) Medical Air Equipment Systems) HMS Incorporated possesses the required certifications, intrinsic knowledge, specific capabilities, unique familiarity, specialized technical competencies, skills, and overall acquaintance with Powerex equipment/systems that other contractors do not have or otherwise possess. Utilization of other contractors (in any socioeconomic category) could result in undue risk, (negative) patient safety implications, and/or other liabilities to the government in the event that a new Powerex Medical Air Equipment system is not replaced, not installed, and/or not integrated adequately to operate properly (as intended by the manufacturer of this equipment/system).
This notice is not a request for Expressions of Interest (EOI), offers, proposals, quotations, or bids and no solicitation will be issued.
