About this file
This is a Draft Statement of Work (SOW) for a facility-wide asbestos survey and asbestos management plan at Wilmington VA Medical Center (WIMVAMC) in Wilmington, Delaware.
The contractor must conduct a comprehensive Asbestos Hazard Emergency Response Act (AHERA) baseline survey of all accessible areas across nine buildings at the facility, including the main hospital, clinical education, administrative offices, warehouse, boiler plant, operations and maintenance shops, gymnasium, IT building, and community living center. The survey scope encompasses interior and exterior locations including crawlspaces, tunnels, roofs, plenums, and other accessible spaces to identify, inspect, sample, and test all suspected asbestos-containing materials (ACM). The contractor is responsible for collecting bulk samples in accordance with EPA, OSHA, AHERA, and NESHAPS protocols using EPA-accredited laboratories with NIST/NVLAP accreditation. All samples equal to or above trace quantities must be reported as "Positive-Asbestos Containing Material," and samples containing 10% or less asbestos must undergo point counting analysis. The contractor must perform semi-annual re-inspection, develop a comprehensive Asbestos Operations & Management Plan compliant with VHA Directive 7714, ensure proper labeling of all ACM using Class IV OSHA procedures, and provide semi-annual inspection and periodic surveillance.
Contractor personnel must hold EPA-AHERA Asbestos Building Inspector and Asbestos Management Planner certifications, along with state of Delaware licenses. All employees must obtain ICRA 8-hour certification and medical clearance including fit-testing within six months. The contractor provides all labor, materials, equipment, and personal protective equipment and is responsible for asbestos waste disposal, decontamination, and maintaining negative pressure during work using permanently installed manometers. Deliverables include three hard copies and two electronic copies of comprehensive reports separated by building, containing detailed asbestos inventories, tabular listings, annotated CAD drawings, sample locations, laboratory results, risk assessments, cost estimates for remediation, and an operations and maintenance plan. All reports must be completed within two weeks of field work completion and reviewed/certified by a Management Planner, EPA-certified Building Inspector, and Certified Industrial Hygienist. Work hours are flexible, coordinated between contractor and Program Manager, and the contractor must provide weekly status updates and maintain active communication throughout the project duration.

(i.e., Thermal System Insulation or TSI, Surfacing Materials or SM, and Miscellaneous Materials) and then sampled in accordance with AHERA protocol.
12.4. PLM results ranging from less than one percent to ten percent may require additional analysis such as transmission electron microscopy (TEM). Therefore, the contractor must make arrangements with the laboratory to retain such samples in case additional analysis is requested. Samples shall be retained by the laboratory for at least ninety (90) days in case the contractor or WIMVAMC staff determine that reanalysis of any samples is required.
12.5. All asbestos bulk samples that are determined to be less than 1% asbestos through PLM analysis must be reanalyzed utilizing either point counting methodologies or TEM analysis by an accredited laboratory to confirm asbestos content.

Surfacing and miscellaneous materials may be identified with posted placards identifying the presence of the ACM, such as in housekeeping closets for ACM floor tile when authorized by the Program Manager. Labels must be of such quality and adhered to in such a manner that they can be expected to remain adhered and readable for 20 years.
14.4. If not appropriately identified, the contractor shall attach asbestos danger labels to accessible ACM as indicated above using Class IV asbestos procedures, since labeling shall have potential for incidental asbestos exposure. Comply with OSHA 29 CFR 1910.1001 Class IV procedures during application of asbestos labels. TSI must be cleaned with high efficiency particulate air (HEPA) vacuums prior to warning label application.
