About this file
This document is a Statement of Work (SOW) for commissioning, life-safety, and constructability review services for the Veterans Affairs Northeast Ohio Healthcare System's "Renovate PACU and Cath Lab" project (541-24-101), with an effective date of February 20, 2026.
The commissioning scope requires an independent third-party Commissioning Agent to provide whole-building commissioning services across five project phases: Design, Bid and Pre-Construction, Construction, Acceptance and Testing, and Warranty. The commissioned systems include HVAC (direct digital controls, air handling, terminal units, ventilation/exhaust, and decentralized unitary systems), Electrical (protective device study, low-voltage distribution, and lighting/lighting controls), and Plumbing (domestic hot water systems). All work must comply with the VA Technical Information Library (TIL) standards, including the Cx Whole Building Commissioning Process Manual, VA Program Guides (PG-18-1, PG-18-3, PG-18-4, PG-18-5, H-18-8, PG-18-9, PG-18-10, PG-18-12, PG-18-13, PG-18-14, PG-18-15), and applicable VHA directives. Deliverables are distributed across phases with milestone-based payment: 40% upon Final Bid Documents acceptance, 45% upon pre-construction meeting minutes, 85% upon Test and Balance summary report, 95% upon final commissioning report, and 100% upon final commissioning report amendment. The Design Phase has a 220 calendar-day period of performance; Construction Phase is estimated at 1,175 calendar days. The life-safety review must evaluate code compliance against NFPA 101 Life Safety Code for Design Development 2 (65%) and Construction Documents (95%) submissions within 21 calendar days. The constructability review must identify conflicts, errors, omissions, and clarify requirements regarding phasing, staging, and buildability for the same two submissions within 21 calendar days. The Contracting Officer's Representative (COR) from VANEOHS Engineering Service will oversee performance, and all contracts are awarded by Network Contract Office 10 (NCO 10).
