Evaluation Criteria
The government will evaluate the offer’s technical proposals, past performance, and price. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The government intends to make an award without discussions but reserves the right to conduct them if it is in the best interest of the government. The evaluation criteria are listed in descending order of importance below:
1. Construction Management,
2. Technical Management Approach,
3. Past Performance, and
4. Price.
Offerors will submit a separate volume for the section. Each volume will be in PDF format, no more than 30 pages in length, with a font size no less than 12, one (1) inch margins and be named using the following naming convention: “Contractor Name – Factor I Construction
Management ”; “Contractor Name – Factor II Technical Management Approach”; “Contractor
Name – Factor III Past Performance”, “Contractor Name – Factor IV Price”. Any pages submitted in excess of 30 pages will not be read or evaluated by the government.
Presentations must be sent, via email, to the point of contact/email address listed in block eight
(8) of 1442. Only presentations received by/before the date/time specified in block 13 of the SF
1442 will be accepted. The following sections will address each volume to be submitted in order.
FACTOR 1 – Construction Management (40% weighting)
The offeror shall provide a narrative that describes the offeror’s overall organization, organizational chart, as well as number of personnel and the duties of proposed technical staff to determine if the offeror has the ability to manage multi-discipline projects without significant difficulty. The proposal narrative must adequately address functions, responsibilities and authorities for performing such duties as overall project management, site superintendence, quality, infection control, safety, administration, and in-house trade capabilities.
Sub-Factor 1 – Experience: Contractor shall provide demonstrated experience in civil, HVAC, electrical, low voltage, mechanical, and fire protection. Provide a list of three (3) completed projects within the past (5) five years with a contract value of at least $3M.
Standard for Acceptability: Provide complete project title, location, contract price, trades involved, start and completion dates. Provide a written narrative of work and a reference for verification.
Sub-Factor 2 – Key Personnel and Contractor: Provide project manager and on-site superintendent including names with title, years with prime contractor, and total work experience as it relates to hospital renovations.
Standard for Acceptability: Project manager and the job site superintendent must have a minimum of 2 years of construction project management in similar scope to this project.
Sub-Factor 3 – Infection Control Measures: Prime contractor shall show demonstrated successful infection control measures for Highest Risk Group 4 for Type A, B, C, and D mitigation precautions in projects similar to size and scope of this project. Provide company infection control policy.
Standard for Acceptability: Two successful completed projects where Highest Group 4 mitigation precautions were applied. Provide complete project information with contact reference information.
FACTOR 2 – Technical Management Approach (30% weighting)
The offeror shall review the project and provide a narrative that outlines the proposed technical approach for this project. The narrative shall include assumptions and their rationale for choosing the preferred approach. The narrative shall include a discussion of how the proposed duration/completion time was derived. Offeror must include identification of proposed personnel for quality control, safety during construction and in-house trade capabilities.
Project Schedule: Technical Management Approach: Provide a technical narrative that outlines the proposed technical approach for this project, including assumptions and rationale for choosing the preferred approach. Include a discussion of how the duration of project time was achieved; provide a Gantt chart of contract times broken into schedule of values by trade discipline.
Standard for Acceptability: Gantt chart achieving successful project completion in 251 days, with all requirements met for contract. Technical narrative always demonstrates sound logic with minimal disruption to medical center operations.
FACTOR 3 - Past Performance (20% weighting)
The offeror shall submit three (3) completed projects within the past (5) years for Past
Performance on contracts with a contract value of at least $3M on the VA Past Performance questionnaire.
Standard for Acceptability: This factor is met when three (3) past performance questionnaires that the offeror has worked on are submitted and are deemed satisfactory. The Government will evaluate the relative merits of each offeror’s past performance questionnaire responses for each project. The Government may, at its discretion, have contact references cited to verify the information contained therein.
FACTOR 4 – Price (10% weighting)
The proposed price will be analyzed for reasonableness. It may also be analyzed to determine whether it is realistic for the work to be performed, reflects a clear understanding of the requirements; and is consistent with the offeror’s technical proposal.
A detailed price breakdown is required, to include labor, disciplines, sub-disciplines, materials, profit, and overhead. If a detailed price breakdown is not included in the initial proposal response, the contractor may be excluded from further consideration of the contract award. The contractor must provide a cost proposal for the base offer. Pricing will be evaluated in accordance with FAR
15.4 to determine reasonableness and evaluate potential performance risks. In this context, reasonableness will be determined by comparing offered prices with the government estimate.
This factor will be evaluated as either reasonable or unreasonable.
Standard for Acceptability: Acceptable evaluation rating will be achieved when the offeror submits a price proposal consistent with the requirements and when analyzed is determined to be consistent with the contract documents.
Recency
Past information submitted by the Offerors will meet the recency requirement by not having concluded more than three (3) years prior to the issuance date of this solicitation. The
Government will not consider past performance information on an effort that concluded more than three (3) years prior to the issuance date of this solicitation.
Quality
Past performance information submitted by the Offerors will be evaluated for quality, timely performance, management effectiveness, contract administration, compliance with safety standards, and overall performance as reported on the PPQs and in PPIRS, in order to assess the Offerors’ ability to successfully complete the requirements of this solicitation. A separate quality assessment rating is not required; rather, the Integrated Past Performance Confidence
Assessment Rating is based on the\Offeror’s overall record of recency and quality of performance.
Offerors will receive an Integrated Past Performance Confidence Assessment Rating, based on the Offerors’ past and present performance as it relates to the probability of being successful under the anticipated JOC contract.
In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance in accordance with FAR 15.305(a)(2)(iv). Therefore, the Offeror will be determined to have unknown past performance and assigned a performance confidence rating of “Neutral.”
The rating of “Neutral” confidence is treated neither favorable nor unfavorably.
PRICE PROPOSAL:
Although the price factor is considered less important than the non-cost factors, it still must be determined as fair and reasonable for an award to be made. After an evaluation of Technical and Past Performance has been completed, the price will be evaluated, and an integrated assessment of proposals will determine the offers which represent the best value to the Government.
DOCUMENTATION:
Identify the types of documents that will be prepared during the course of the source selection, to include at a minimum an SSEB Report covering the initial evaluation, updated as necessary following responses to discussion questions, and a final SSEB Report after receipt of Final Proposal Revisions. Ultimately, making a recommendation to the Source Selection Authority, and in accordance with FAR 15.308, the Source Selection Decision Document (SSDD), which reflects the SSA’s independent determination. A Power Point presentation is acceptable to brief the SSA on the status of the procurement, but should not, as a general rule, constitute the official Reports required for the source selection.
DOCUMENTATION OF INITIAL EVALUATION RESULTS:
Following the initial round of evaluations, the Source Selection Evaluation Board (SSEB)
Chairperson will consolidate the inputs from each of the evaluation teams for presentation to the
SSA (normally this is the CO). The Contracting Officer and the SSEB Chairperson must ensure that proposals are evaluated solely on the criteria contained in the solicitation. All evaluation records and narratives must be reviewed by the Contracting Officer and the SSEB Chairperson for completeness and compliance with the solicitation.
Based upon review of the initial evaluation results the SSA (normally this is the CO) will decide to either (1) approve award without discussions, or (2) enter into the discussion process.

REVIEW REQUIRED REGISTRATION WITH CONTRACTOR PERFORMANCE
ASSESSMENT SYSTEM (CPARS)
(a) As prescribed in Federal Acquisition Regulation (FAR) Part 42.15, the Department of
Veterans Affairs (VA) evaluates contractor past performance on all contracts that exceed
$750,000 and shares those evaluations with other Federal Government contract specialists and procurement officials. The FAR requires that the contractor be provided with an opportunity to comment on past performance evaluations prior to each report closing. To fulfill this requirement VA uses an online database, CPARS, which is maintained by the Naval Seal Logistics Center in Portsmouth, Virginia. CPARS has connectivity with the Past Performance Information Retrieval System (PPIRS) database, which is available to all Federal agencies. PPIRS is the system used to collect and retrieve performance assessment reports used in source selection determinations and completed CPARS report cards transferred to PPIRS. CPARS also includes access to the federal awardee performance and integrity information system (FAPIIS). FAPIIS is a web-enabled application accessed via CPARS for contractor responsibility determination information.
(b) Each contractor whose contract award is estimated to exceed $750,000 is required to register with CPARS database at the following web address:
www.cpars.csd.disa.mil. Help in registering can be obtained by contacting Customer
Support Desk at DSN: 684-1690 or COMM: 207-438-1690. Registration should occur no later than thirty days after the contract award and must be kept current should there be any change to the contractor's registered representative.
(c) For contracts with a period of one year or less, the contracting officer will perform a single evaluation when the contract is complete. For contracts exceeding one year, the contracting officer will evaluate the contractor's performance annually. Interim reports will be filed each year until the last year of the contract, when the final report will be completed. The report shall be assigned in CPARS to the contractor's designated representative for comment. The contractor representative will have thirty days to submit any comments and re-assign the report to the VA contracting officer.
(d) Failure to have a current registration in the CPARS database, or to re-assign the report to the VA contracting officer within those thirty days, will result in the Government's evaluation being placed on file in the database with a statement that the contractor failed to respond.”
