About this file

This document is an Asbestos NESHAP Survey Report for the Chalmers P. Wylie VA Ambulatory Care Center in Columbus, Ohio, conducted on December 18, 2024, as part of the VA Project 757-23-101 to replace air-cooled chillers. The survey was performed by Samuel Ansara of Castle Hill Associates, who collected and analyzed 15 bulk samples from various locations including the roof, mechanical rooms, and chiller platform areas.

The laboratory analysis by Eurofins Laboratory in Naperville, IL, using Polarized Light Microscopy (PLM), found no asbestos-containing materials in any of the samples. The samples included materials such as roof layers, caulk, fireproofing, and insulation from different areas of the facility. The report emphasizes that if any previously unknown materials are identified during the project, work should stop immediately and a trained inspector should sample and test the material for asbestos content.

INSPECTION SUMMARY

On December 18, 2024, Samuel Ansara of Castle Hill Associates performed an asbestos NESHAP inspection at the Chalmers Wiley VAMC located in Columbus, Ohio in support of the VA Project 757-23-101 / Replace Air-Cooled Chillers. The asbestos inspection was conducted for compliance with the current US EPA NESHAP and Ohio EPA regulations regarding the identification of suspect asbestos materials in buildings prior to renovation or demolition. Sam was escorted to the areas of concern to sample suspect materials that may be located in the areas planned for renovation.

A total of 15 asbestos bulk samples were collected and analyzed as part of this project. All bulk sampling of suspected asbestos was based upon the appearance, texture, and location of the material. All bulk samples were analyzed utilizing current EPA methods for PLM (Polarized Light Microscopy) by Eurofins Laboratory in Naperville, IL. The laboratory is accredited by the NIST, NVLAP program (National Institute of Standards and Technology, National Voluntary Laboratory Accreditation Program) and is also an American Industrial Hygiene Association (AIHA) accredited laboratory.

The inspection was conducted and the report was prepared by Samuel Ansara who is licensed by the Ohio EPA as an Asbestos Hazard Evaluation Specialist. Mr. Ansara has been conducting asbestos surveys since 1988, and is licensed asbestos inspector in Ohio.

INSPECTION FINDINGS

As a result of the bulk sampling and lab analyses, no positive materials were identified that contain asbestos.

Our inspector was escorted to each area of concern for the Chiller Replacement project, roof, second level lab area and Operating room area mechanical space. Samples of suspect materials were collected from the roof, the mechanical room adjacent to the roof.

Our inspector visually checked the lab area as well as the Operating room mechanical spaces. No suspect materials were identified in those areas, were were informed that those areas had recently been totally renovated as well.

DECEMBER 18, 2024

CONCLUSIONS/RECOMMENDATIONS

No asbestos containing materials were identified as part of this inspection. Should the team identify a previously unknown or hidden material, please stop work until a trained inspector can sample and have the material tested to determine asbestos content.

ASBESTOS INSPECTION SAMPLING PROTOCOL & GLOSSARY

SAMPLING PROTOCOL

The bulk samples were collected in accordance with AHERA regulations (Title II of the "Federal Toxic Substances Control Act" found in 40 CFR Part 763.86) from locations that were selected to be representative of the building materials. Sampling was accomplished using the simplified sampling scheme referenced in the AHERA regulations and found in the “Pink Book”.

Locations of individual samples are referenced on this report.

The samples were either collected with a coring tool designed for asbestos sampling or placed into a plastic bag for laboratory analysis. The samples were analyzed via polarized light microscopy with dispersion staining, using the “Interim method for the Determination of Asbestos in Bulk Insulation Samples” found in Appendix A to Subpart F in 40 CFR Part 763.

The regulations require specific numbers of samples be obtained per homogeneous area. For example, when sampling for joint compound or asbestos in hard plaster (sprayed-on or troweled-on surfacing materials) samples are to be taken based on the following increments: 0 to 1000 square feet of material, 3 samples are necessary. From 1001 to 5000 square feet, 5 samples are necessary, over 5000 square feet 7 samples are required. If during analysis any samples are found to contain asbestos, the entire homogeneous area is delineated as asbestos containing material. In the case of pipe insulation or other types of manufactured materials, the regulations require only enough samples to ascertain whether asbestos is present. In this case, the minimum number of samples to collect and analyze is usually three. The sampling performed in this inspection followed these sampling guidelines.

ASBESTOS GLOSSARY OF TERMS

Friable asbestos material: means any material containing more than 1 percent asbestos as determined using the method specified in appendix E, subpart E, 40 CFR part 763 section 1, Polarized Light Microscopy, that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure.

Category I Non-Friable Asbestos Containing Material (ACM) means asbestos containing packings, gaskets, resilient floor coverings, and asphalt roofing products containing more that 1 percent asbestos as determined using the method specified in appendix E, subpart E, 40 CFR part 763, Section 1, Polarized Light Microscopy.

Category II Non-friable ACM means any material, excluding Category I non-friable ACM, containing more than 1 percent asbestos as determined using the method specified in appendix E, subpart E, 40 CFR part 763, section 1, Polarized Light Microscopy that when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.

Regulated Asbestos Containing Material (RACM): means (a) Friable asbestos material, (b) Category I non-friable ACM that has become friable, (c) category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material expected in the course of demolition or renovation operations regulated by this subpart.

All samples were received in acceptable condition unless noted in the Report Comments portion in the body of the report. The results relate only to the samples as received and tested. The results include an inherent uncertainty of measurement associated with estimating percentages by polarized light microscopy. Measurement uncertainty data for sample results with >1% asbestos concentration can be provided when requested.

The test report shall not be reproduced except in full, without written approval of the laboratory. The report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the federal government. The Company reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.

All components not quantified as asbestos content and non-asbestos content are considered to be non-fibrous matrix components. Matrix components may include, but are not limited to, gypsum, paint, silicate minerals, vinyl, binder, calcium carbonate, tar, and foam.

Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.
