DESCRIPTION
This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02, effective 12/22/2023.
This solicitation is set-aside for: 100% Service Disable Veteran Owned Small Business
The associated North American Industrial Classification System (NAICS) code for this procurement is 811210 with a small business size standard of $34 Million.
The FSC/PSC is J061.
The VA Greater Los Angeles Healthcare System (VAGLAHCS) is seeking a contractor to service the emergency Power generators for the main hospital building 500 at WLAVA.
The award will be made to the quote most advantageous to the Government and best meets the requirement described in the statement of work.
The following are the decision factors: Price, and past performance.
FAR Clause 52.219-75 Certificate of Compliance for Services and Construction is
REQUIRED to be submitted at time of quote submission.
All interested companies shall provide quotations for the following:
STATEMENT OF WORK (SOW)
1. Objective
The Greater Los Angeles VA Healthcare Engineering department is seeking experience contractors to service and repair large, closed loop systems over 300 gallons in volume.
The cooling system requiring maintenance consists of a closed loop radiator with make-up water system with expansion tank. Contractor to be awarded shall be able to demonstrate a minimum of five years’ experience repairing such cooling systems on their past performance of at least 300 gallons in volume.
2. Scope:
Share written plan of action with Engineering Facility Manager and Assistant Facility manager. Plan must be approved by Facility Manager prior to commencement of work.
Plan of action shall include isolation of one generator from the cooling system while maintaining the other generator online in case of a utility power outage the one generator can be cooled and carry the load.
Generator 1 cooling system service:
-Put electrical system related to generator 1 at building 501 at a safe electrical condition. Lock out tag out of all disconnects per NFPA 70E both Contractor and VA electrician shall have a lock on lock out tag out device.
-Isolate generator #1 and drain cooling system as required to service the radiator components and tubes.
-Lock out tag out any mechanical valves isolating the cooling system to be serviced.
-Remove and replace electric motor, fan blades, bearings, shafts and belts.
-Inspect the motor fan assembly for wear and confirm compatibility of replacement parts.
-Safely remove existing motor, fan blades, bearings, bushings, shafts and belts.
-Install new motor, fan blades, bearings, bushings, shafts and belts- all installation must be checked for proper alignment via laser alignment tool. Prior to installation of fan assembly, the fan shall be checked for balance as well as compatibility with the motor fan assembly. Balance certification of new fan shall be provided prior to job commencement.
-Remove radiator service end plugs and expose the radiator tubes.
-Route radiator tubes while ensuring not to damage the tubes method must be shared before approval to proceed. Must be able to safely remove debris, scale and obstruction without damaging the tubes.
-Perform Eddy Current test on the radiator tubes to assess the integrity of the material. Utilize the eddy current testing results to detect any cracks, corrosion, or material flaws within the radiator tubes. Document and report results of Eddy Current to VA point of contacts given. If there are any adverse readings pointing out a repair requiring immediate attention VA point of contact shall be made aware ASAP and documentation of notification shall be included on final report.
-Reassemble cooling system and refill system with water and chemical treatment required to reach appropriate PH level as per cooling system standards.
-Pressure test the system to manufacturer’s specifications to ensure functionality and that there are no leaks.
-Perform operational tests to confirm correct airflow and generator cooling system performance.
-Before moving on to generator 2 service a test with load with generator number 1 must be accomplished.
Generator 2 cooling system service:
-Put electrical system related to generator 2 at building 501 at a safe electrical condition. Lock out tag out of all disconnects per NFPA 70E both Contractor and VA electrician shall have a lock on lock out tag out device.
-Isolate generator #2 and drain cooling system as required to service the radiator components and tubes.
-Lock out tag out any mechanical valves isolating the cooling system to be serviced.

Final test of system before VA signs off shall include a 4 hour under load test running both Generator 1 and Generator 2 VA personnel to document operating temperatures ensuring temperatures are within normal operating range.
Specific Tasks: Provide service, inspection and repair of cooling systems as mentioned above. Take readings of temperature and alignment/balancing. Turn in reports electronically to VA point of contact.

Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.

Submissions shall include your quote, using the above schedule, as well as a capabilities statement with qualifications proving all certifications and education required for the work being conducted in the SOW. Submissions not meeting all requirements of the SOW will be considered “ineligible for award”. A filled-out FAR 52.219-75 MUST also be included in the submission or it will be considered “ineligible for award”.
Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212- 1(f).
