About this file
This document is a tailored Federal Acquisition Regulation (FAR) 52.225-2 Buy American Certificate template used in federal contract solicitations.
The certificate requires offerors to certify the domestic or foreign origin status of end products being proposed. Offerors must certify that each end product, except those listed separately, qualifies as a domestic end product and identify any domestic end products containing critical components. For end products manufactured in the United States that do not qualify as domestic products, offerors must list them as foreign end products and indicate their country of origin. Additionally, for foreign end products that are not composed wholly or predominantly of iron or steel, offerors must specify whether they exceed 55 percent domestic content, with the exception of commercially available off-the-shelf (COTS) items. The certificate includes three sections: paragraph (a) establishes the certification requirements; paragraph (b) provides a table for listing foreign end products with their country of origin and domestic content percentage; and paragraph (c) provides a table for listing line item numbers of domestic end products containing critical components. The document notes that 41 USC Public Contracts uses the term "Quotes" interchangeably with bids, quotes, or proposals, and that government evaluation of offers will follow Federal Acquisition Regulation part 25 policies and procedures.
