About this file
This Statement of Work (SOW) details a contract for purchasing six treadmills for the Loch Raven Geriatric Wellness Center gym at the VA Medical Center. The current treadmills, purchased between 2012-2013, are at the end of their lifecycle and need replacement. The specific requirements include a TRM 835 Treadmill (800 P31 120V NA Black Pearl), with detailed technical specifications tailored for older Veterans, such as a 4 HP AC motor, 60" x 22" walking area, 400 lb patient load capacity, front and side handrails, LED dot display console, and a floor footprint not exceeding 83" x 35".
The contract is a firm-fixed price with delivery expected within 60 days after receipt of order. Evaluation factors include brand name compliance, requiring an OEM authorization letter, and completing the Buy American Certificate. The treadmills will be installed at the Loch Raven VA Medical Center's Geriatric Wellness Center (building 7), with the Contracting Officer's Representative (COR) verifying functionality upon delivery. The agency intends to provide price preference for domestic end products, and the procurement is specifically designed to support exercise programming for Veterans, with a focus on safety and accessibility for individuals aged 65 and older.

4.1.1. Current equipment: Biodex RTM 600 Rehabilitation Treadmills
4.1.2. Treadmill minimum technical requirements:
• Due to the electrical requirements of the exercise facility, must not require power above 120 VAC 20-amp power. No other power is available in the facility.
• The audience for these treadmills is older (age ≥65 years) Veterans. In order for the equipment to be age-friendly and safe for their use and to minimize the risk of falling while increasingly their ability to use the equipment independently, especially considering the proportion of the population with vision problems:
o Must have a front handrail.
o Should have side handrails o Must have all Safety Systems:
▪ Manual twist lock emergency stop button
▪ Manual stop tether o Must have LED dot display console mailto:Jamie.giffuni@va.gov
▪ Display console should include time elapsed so Veterans can track their workout time to ensure they do not exercise to the point of exhaustion
• Should have 4 HP AC motor
• Should have self-calibrating speed and adjustable elevation increments:
o Incline range: -3 to 15%, 0.5% incremental adjustments, self-calibrating o Speed range: 0.5 mph to 16 mph, increments of 0.1 mph
• The audience for these treadmills is older (age ≥65 years) Veterans who suffer a high degree of medical complexity and multi-morbidity with dsymobility and are high fall risk. To minimize this fall risk, the treadmills must have a maximum step on/step up height range of 7” to 9.5”. At the direction of the therapist, the step on/step up height must not exceed 9.5”, otherwise the risk of falling is greatly increased.
• Should accommodate a minimum patient load of 400 lbs.
• Should have a walking/running area of 60” x 22” o The deck should be cushioned to absorb shock of foot falls. The front part of the deck should have absorption, and the back part of the belt should be rigid to increase control Veterans have when walking on the belt.
• The floor surface footprint must not exceed: 83” L x 35” W due to the space restrictions of the facility, placement and number of power outlets throughout the facility, egress requirements for facility flow of Veterans moving around and emergency evacuation, and proper fitness facility design dictating safe spacing between treadmills for safe use of the machines, especially in Veterans who are older and suffer from dysmobility. Treadmills in excess of 83” will impede egress and disrupt facility evacuation routes and therefore, the floor surface footprint must not exceed 83” in length.
• Must have 2 cup holders
• To increase staff efficiency and to assist with proactive preventative maintenance and to extend the life of the equipment, the treadmills should have an indicator light to alert staff to the operating status of the treadmill and to alert staff of the need for maintenance. The alert to maintenance of the machines will increase the safety of the Veterans using the machines.
